Councihnember Haas Steffen stated that we have said we will not have more than six accesses. <br />She agreed - we need to have plan. <br /> <br />Mr. Jankowski stated that it is difficult to have a plan in case someone needs a parcel modified. <br /> <br />Councihnember Haas Steffen stated that people deserve to know what type of accesses they can <br />plan for. <br /> <br />Councilmember Hendriksen stated it makes sense to do a plan on a concept level. <br /> <br />Councilmember Haas Steffen reiterated we have said six accesses and now we have to have a <br />plan. <br /> <br />Motion by Councihnember Haas Steffen and seconded by Councilmember Zimmerman to direct <br />staff to come up with a frontage road, a proposed access to #116 for a potential tech school and <br />other land owners utilizing our six available accesses and a drainage plan and submit it to the <br />City Council on the 26th of January. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. <br /> <br />Case #2: 1999 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that from 1981 to 1990, the City was assessing 100% of the <br />sealcoating costs. In 1991 and to the present, we changed our policy. The City picks up one-half <br />of the cost and the other half is assessed. Every year we present a list of the streets that we are <br />proposing to do and then he comes back with a feasibility study showing the costs, etc. Every <br />year at the public hearing, we have a few of the same comments about financing issues. They <br />feel these projects should not be special assessed. The question is - should we change our <br />policy? <br /> <br />Discussion ensued relating to how the street projects are assessed. Councilmember Haas Steffen <br />felt we should not special assess for this at all and stated she would not be adverse to looking at a <br />plan to change the policy providing the change would be that the City is willing to pay for <br />everything and we do not assess for any part of it. <br /> <br />Mr. Jankowski presented a map indicating the areas of the 1999 street maintenance program. <br /> <br />Councihnember Haas Steffen stated that if we are short money each year, we are constantly <br />delaying projects and we will never catch up. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to direct <br />staff to prepare the 1999 feasibility study for the 1999 street maintenance program and that <br />somewhere you look for five-year projections and how it will be funded.
