PROCEEDINGS OF CITY <br /> PUBLIC REARING <br /> CIT~ OF ~fS~f <br /> AN (N.A COUNTY <br /> STATE OF IIINIqESOTA <br /> <br />The Ramsay City Council conducted a public hearini~ on Nonday, June 30s 1986 at <br />the Ramsay Nunicipal Centers 1~153 Novthen Blvd. N.I~., Ramsay, Ninnesota <br />regarding modification of the development program for Development District No. <br />1 and modification of the tax increment financing plan for Tax Increment <br />Financing District No. 1. <br /> <br />Members Present: <br /> <br />Hayor Cary Reitman <br />Councilmember A1 $orteberg <br />Councilmember Arnie Cox <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator David Rartley <br />Community Development Director Anne Norris <br />City Engineer Peter Raatikka (Arrived 7:42 p.m.) <br />City Attorney ~illiam Coodrich (Arrived 7:51 p.m.) <br />Reporter Kathy Cassidy <br /> <br />CALL TO ORI)BR <br /> <br />ltayor Heitman called the public hearing to order at 7:40 p,m. <br /> <br />Hr. Hartley stated that the reasons for the modifications of the Development <br />Program and Tax Increment Financing Plan is to: 1) allo~ for the utilization <br />of tax increment funds for a portion of the costs of extending sever and rater <br />to the City's industrial area; 2) utilize tax increment funds for site <br />improvements in the Flintvood Hills III Addition project; 3) to expand the <br />boundaries of the existing Development District. The 1990 Comprehensive Plan <br />vould also need to be amended to alllov for the extension of sever and rater to <br />the industrial area north of Industry Avenue. <br /> <br />ltayor Reitman stated that it is his understanding that the premise of tax <br />increment districts is that services to an area can be paid for by the <br />increased tax revenues that vere generated as development occurs because of <br />those services. Nayor Heitman inquired as to vhat the benefit ~ould be in <br />expanding the boundaries of the Development District, <br /> <br />Mr. Hartley replied that the potential for development in this area is great <br />and Ramsay would benefit from the increased property values brought about by <br />the improvements. <br /> <br />Hr. Batty of LeFevere, Lefler, Kennedy stated the recommended boundary changes <br />are counting on a larger area resulting in a greater amount of development <br />vhich vould result in greater tax increments being received. <br /> <br />Nayor Reitman inquired if counting on a larger area resulting in a greater <br />amount of development is a logical assumption given the current trend in the <br /> June 30, 1986 <br /> <br /> <br />
