country ·

Mr. ~artley replied that it is · logical assumption because utilities are beiu~
extended to that area. Properties with utilities beco~ne much more marketable
and development takes place.

Councilme~ber gchlueter inquired if the indecision regarding 8its P would deter
develot~ent fro~ taking place within the required 3 years.

Nr. Hartley replied that there are other improvements like improvement of
streets and structures of any kind that would address the 3 year requirement.
It is hoped that discussion of Site P will not discourage serious developers.
The figure projections related to these modifications did not take into account
any development taking place; they were based only the increased property
values resulting from the i~provements.

Mr, Batty stated that the dollar projections are as conservative as he has ever
seen; the increased property values will create enough tax base to pay for that
portion of the improvement costs the City participated in,

I discussion ensued with Mr. A1 Phillips regarding the affect on development
agreements which state that interior sprinkling systems viii be provided for
when sever aud water become available.

Mr. Hartley stated that the 'but for' test is that without these types of
improvements, Ramsey will continue to experience the pole barn type of
development and construction; with the utilities, Ramsey should experience
sooner and better quality development,

Councilmember Cox noted that this hearing is for boundary expansion and there
are not necessarily any 'but fora' to be addressed with expansion.

Roger Meyer - Inquired as to what the improvements viii cost the property
o~ners,

Mr. Raatikka replied that trunk sever and trunk water costs to the property
ov~ers vi11 be about 50Z of the total cost or $4,000/acre over a 10 year
period. The property owners will also be assessed for lateral costs.

A~J OUPJ~f~NT

Motion by Councilmen_her Cox and seconded by Councilmember Reimann to adjourn
the public hearing.

Motion carried.
