Mr. Dennis Peck suggested that Council approve the preliminary plat with no <br />contingencies at this time as Council can make a determination on the Park <br />Com,~ission's recommendation during the final plat approval process. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve <br />the preliminary plat of the second phase of Northfork P.U.D. noting that City <br />Council vii1 be reviewing the Park and Recreation Cosmission recommendation <br />regarding park dedication requirements during the lima1 plat approval process. <br /> <br />Further Discussion: Councilmember Cox requested staff to make a special effort <br />to bring the park dedication recommendation to Council's attention during the <br />final plat approval. Couuc ilmember $chlueter zeferred to City Engineer's <br />report dated June 17, 1986 and inquired when the developer viii address Item 18 <br />of that report. Ms. Norris replied that Item 8 of City Engineer's report has <br />been addressed and is no longer an issue. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Council~embers $orteberg, Cox and <br />Reimann. Voting No: Mayor Heitean and Councilmember $chlueter. <br /> <br />~ Personnel Discussion: <br /> <br />a) Health And Life Insurance Benefits For Councilme~bers - <br /> <br />Mr. Hartley stated that the ordinance that sets Council salary does not make <br />reference to Council also being eligible to receive kealth and life insurance <br />benefits; does Council wish to amend that ordinance and document insurance <br />benefits as part of their salary or let it continue to be an unwritten policy? <br /> <br />Councilmember Cox stated that Council has been receiving insurance benefits for <br />5 or 6 years; if the existing procedure is incorrect, it should have been <br />brought to Council's attention either by past city administrators or Deloitte, <br />Haskins and Sells. <br /> <br />Mayor Heitman requested that Mr. IIartley review this issue for legal <br />implications and report back to Council. <br /> <br />b) Six Month Evaluation Of Mr. Hartley's Performance - <br /> <br />Councilmember Reimann noted that one of the terms of Mr. Hartley's employment <br />was a 6 month performance evaluation; it is time to fulfill that term and full <br />Council should be present at that evaluation meeting. <br /> <br />Mr. Hartley suggested that the performance evaluation meeting be scheduled for <br />7:00 p.m. on July 22, 1986 and Council agreed. <br /> <br />c) Part-Time Personnel - <br /> <br />Councilmember Reimann stated that a part-time person has been hired in the <br />Accounting Department and he was not given prior notice of that action. <br /> <br />Councilmember Cox noted that his motion on June 30, 1986 authorized the hiring <br />of part-time personnel along with keeping the Personnel Committee aware of what <br />action will be taken to ease the backlog of work at City offices. <br /> July 15, 1986 <br /> <br />Page 4 of 5 <br /> <br /> <br />
