Mayor Heitman stated that he thinks the general concerns expressed by <br />these agencies, in their own particular area of expertise, are real and if <br />they feel these concerns have not been addressed adequately, then ~aybe further <br />studies should be done, Councilmember Cox stated that Ramsey wouldn't even <br />be a city if Council based all it's decisions on the expertise of these <br />agencies. <br /> <br />Motion carried. Voting Yes: Councilmembers Sorteberg, Cox and Reimann. <br />Voting No: Mayor Beitman and Councilmember Schlueter. <br /> <br />b) Authorize Bids For Extension Of 153rd Avenue N.W. - <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt <br />Resolution 186-.lllauthorizing bids for the extension of 153rd Avenue N.W. fro~ <br />Puma Street N.W. to Andrie Street N.~, (Please refer to resolution file for <br />Resolution 186-111). <br /> <br />Further Discussion: Councilmember Sorteberg recalled that there was some past <br />action by Council to assess area properties a minimal amount for SSA <br />construction costs; will that happen in this case? Ms. 'Horris replied that she <br />thought only properties that access onto a SSA road would receive an <br />assessment. Mr, Hartley stated that it was his understanding that l$3rd would <br />be done totally by SSA funds. Dennis Peck stated that City Engineer Raatikka <br />indicated that the project will proceed as totally NSA funded and any private <br />driveways accessing onto the road viii receive an assessment at an appropriate <br />time. <br /> <br />Councilmembers Cox and Reimann amended the motion to read as follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt <br />Resolution ~86412 authorizing bids for the extension of 153rd Avenue N.~. from <br />Puma Street N.W. to Andrie Street N.W, and directing that any private driveways <br />accessing onto the liSA road will be assessed au amount consistent with the <br />City's past policy. (Please refer to resolution file for Resolution ~86-119. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting Bo: Hone. <br /> <br />Motion by Councilmember Reimann and seconded by Mayor Heitman to adopt <br />Resolution ~86- restricting parking on 153rd Avenue N.W. between Puma and <br />Andrie Streets N.W. (Please refer to resolution file for Resolution ~86-106). <br /> <br />Notion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting Ho: Bone. <br /> <br />c) Approval Of Preliminary Plat Of Second Phase Of Northfork P,U,D, - <br /> <br />Councilmember Cox noted that City Staff recommendation is to approve the <br />prelhninary plat contingent upon the Park Commission recommending what shall be <br />required of the developers to satisfy the City's park dedication requirements. <br />Councilmember Cox does not want to approve a plat contingent upon a <br />recommendation that he might not agree with. <br /> <br />July 15, 1986 <br /> <br />Page 3 of 5 <br /> <br /> <br />
