a) Approval Of Adequacy Of Environmental Impact Statement

Mr. Hartley stated that the time that vas taken to address the concerns of MPCA
and Metro Council was beneficial; that a long lasting working relationship with
Metro Council has been established, especially as it relates to the density
question. Ramsey's practice of managin$ on-site septic systems was explained
to MPCA. MPCA has intense concern over pollution of groundwaterl Ramsey has
those same concerns and viii go about siting on-site systems in such a way that
pollution is not likely to happen. MPCA felt that the ElS should have included
a complete hydrological study; a study which is very complex and is not done
by many individual communities much less a single development. Mr. Martley
stated that he feels comfortable recommending that Council approve the ElS as
being adequate in that concerns e~pressed by MPCA and Metro Council were
directed more towards Ramsey'a management practices than at the contents of the
ElS.

Councilmember Cox inquired if staff has met with the Environmental Quality
Board regarding Mr. Swedal's situation.

Mr. Hartley stated that City Staff met with Mr. Swedal and EQB; Mr. Swedal
was satisfied with the result of that meeting.

Mayor Reitman inquired as to what events will approving the ~orthfork ElS
precipitate.

Mr. Hartley stated that using the findings of that ElS, authorization for
construction and development of that area can begin.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution ~86- llOapproving the adequacy of the ElS for the Horthfork P.U.D.
project. (Please refer to resolution file for Resolution t86410).

Further Discussion: Councilmember Schlueter stated that she is not so
confident that this development will not cause 'health and water problems'; if
Metro Council supports the density compromise and if Ramsey supports the ElS
without adequately addressing health and water matters and if health and water
problems are created, how much will Metro Council back Ramsey in solving those
problems? Mr. Hartley replied that the EIS did review these questions and
bring out the fact that the soils are light in those areas; MPCA recognized
that the soils are not the greatest for development of any kind. Mr. Hartley
stated that the standards l~msey has adopted for siting septic systems are the
same rules that are adopted by PCA and Ramsey is going to follow those rules to
the letter. Mr. Rartley stated that he has visited with Northfork
representatives and assured them that Ramsey will enforce those rules and that
there are sites that will not be considered as buildable because they are in
areas of high water levels. Mr. Hartley stated that MPCA realizes that Ramsey
is also concerned with the environment and groundwater situation.
Councilmember Cox noted that the soils in this area are not any poorer than any
other place in the area or County and ~orthfork will not be treated any
differently than any other development in the City. Mayor Heitman stated
that both Metro Council and MPCA have made some strong statements but he
doesn't feel they have the expertise to make a lot of the statements that they
July 15, 1986
