Counciluember Cox noted that Nra. ~ock would not have the authority to obtain <br />necessary easements. <br /> <br />Council proceeded to discuss the drainage problem on tbs Ose property and Xr. <br />~aatikka orated that bringing in ail2 on that property would only disguise the <br />problt~; it would not lover the sroundvater. <br /> <br />Nra. Ose stated that according to an engineer she talked with the proble~ can <br />be solved by bringing in fill, constructing retaining walls and installing more <br />sunp punps and tiles, Nra. Ose stated that her ho~e should never have been <br />a11~ed to be built where it is -- sv~p land; all the other properties drain <br />onto hers. Cost of f~i~ the probl~ should not be all her responsibility; <br />zequesti~ that City provide the fill and she vill pay l~or costs. Nra. Ose <br />inquired if ~sey is obtaining funds fz~ DNE designated for h/Eh water <br />probl~s in ~oka County. <br /> <br />Mr. Raatikka replied that he has applied for those funds; there is a li~it of <br />$15,000 that can be obtained and it is a matching fund type. <br /> <br />Council~ember Cox suggested that the City cooperate with Schvartzman to get an <br />outlet to the Mississippi River which would reduce the water level <br />tremendously. <br /> <br />Nayor Heitman directed that City Engineer Raatikka meet with Mrs. Ose's <br />engineer to discuss potential solutions to the Ose water problem and report <br />back to Council with any recommendations for the feasible City involvement. <br /> <br />Nfs. Bock suggested that the City update it's building code. <br /> <br />Mayor Heitman stated that the City has been given an opportunity to learn fro~ <br />it's mistakes but Council has not chosen to act in that direction; ney water <br />levels should be obtained for all areas and necessary restrictions i~posed; <br />Council did request water level readings for the northern portion of the city. <br /> <br />Councilmember Cox stated that past Councils did try to prohibit building in <br />certain areas but were overruled by State and County agencies. <br /> <br />Request For Dimension Variance In Critical Rivers Corridor: Case <br /> Of Mr. Wa_vne Swedal: <br /> <br />Ms. Norris stated that Mr. Swedal o~ns 3 lots in Bo~ers Mississippi Acres; so~e <br />time ago Nr. Swedal entered into an agreement with the City and EQB not to <br />develop 2 of the lots because of river development controls; in 1982, the City <br />lifted development restrictions on the 2 lots because 1~. Swedal received 3 <br />street improvement assessments; that agreement was not cleared through EQB; EQB <br />has no objection to repealing those development restrictions at this time. <br /> <br />Notion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />authorize the Pmyor and City Administrator to enter into an agreement with the <br />EQB and Nr.
