Notion by Councilmember Cox and seconded by Councilmenber $chlueter to adopt Resolution ~86-113 approv£ng the final plat of River's Bend Second Addition with a variance to the width requirement for Lot 3, Block 1 and contingent upon the developer entering into · development a~reenent ~[th the City. Request For City Participation (Tax Increment F£nancin~ Funds) In River's Bend Plaza F.U.D.; Case Of Mr. Rick Foster: Ms. Norris stated that Mr. Rick Foster is present requeatin~ tax increment financing for site inprove~nents in the River's Ben~ Plaza P.U.D. Planning and Zonin~ and lcon~ic Develo~ent retread appr~al of the request continent upon r~i~ by City E~ineer. Motion by Couucilmen~er Sorteberg and seconded by Couucilmen~er Reimann to adopt Resolution ~86-114 approvin~ of Mr. Rick foster'a request for tax increnent fiuancin8 assistance and site improvements in the River's Bend Plaza P.U.D. not to exceed $173,000 and directing Staff to modify the City's tax increment financing documents to include site improvements as eligible activities and costs and to include the River's Bend Flaxa P.U.D. in a tax increment financing district. (Please refer to resolution file for Resolution t86-111). Further Discussion: Councilmember Schlueter requested that the resolution contain a description of the proposed site inprovmnents. Mr. Eartley the fir~ of LeFevere, Lefler, Kennedy, O'Brien & Draws will review the expenditures to make sure they are consistent with what is legal to be financed. · he motion vas restated as follovsv: Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to adopt Resolution ~8~-114 approvin8 Mr. Rick Foster's request for tax increment financing assistance and site improvements in the liver*s Bend Plaza P.U.D. not to exceed ~173,000 and directing Staff to nodify the City's tax increment financing documents to include site improvements as eligible activities and costs and to include the River's Bend Plaza P.U.D. in a tax increnent financing district. Further~ that the resolution itself should specify an amount not to exceed $173,000; and that any final resolution in this tax increment financing progra~ shall include a specific description of expenditures.
