Stedman's request to operate a <br />tube/canoe rental business in Rtun River Central Park; they suggest certain <br />conditions that should be required and on that basis has no objections, <br /> <br />Nr. Hartley stated that he attended the 7-22-86 County Board meeting at which <br />some of the concerns of Andover residents were reviewed. The County Board did <br />not take any specific action on those concerns but suggested that the proposed <br />use is consistent with park functions established in the R,-~ River Regional <br />Park. The County Attorney has reviewed needs for per, its and it appears that <br />there may not be a need for a conditional use permit from Ramsay or the County <br />for this use; Hr. Stedman prefers to pursue those permits. <br /> <br />Nr. Stedman stated that Northstar Outdoor ~ducation works with the County as a <br />subcontractor for recreational services. Northstar is committed to workin~ in <br />concert with DNR to keep the tube/canoe rental business limited to a family <br />oriented activity. Northstar intends to clean up debris, whether it is from <br />their operation or not, t~ice s week in that section which the tube/rental <br />service is offered. <br /> <br />Nr. Kartley stated that one observation that has been made is that a specific <br />operation that polices itself ~ay be a way to prevent less tolerable uses of <br />the river. <br /> <br />Councilm-mher Cox stated that this is an example of a public facility being <br />used to create another business to work against private sector businesses that <br />the City hopes to attract by Eoin~ through the Star City Progr~. <br /> <br />Nr. Stedman replied that the tube/canoe rental will provide a service to the <br />people, wholesome control of river recreation, jobs and customers that will <br />patronize R~unsey businesses. <br /> <br />Notion by Councilm~,~her Sorteber~ and seconded by Councilmember Schlueter to <br />adopt Findings of Fact 0161 relatin~ to a request by Nr. Jeff Stedman of <br />Northstar Outdoor Education, Inc. for a conditional use permit to operate a <br />tube/canoe rental and shuttle service in the Anoka County Rum River Central <br />Park. (Please refer to findings of fact file for Findings of Fact 0161). <br /> <br />Notion carried. Votin~ Yes: Payor Heitman, Councilmeabers Sorteberg, Reiuann <br />and Schlueter.
