they have submitted a bill but the york is not accept·bls; staff is not
processin~ the bill and lookin~ for · company to properly complete tbs
construction.

Ramsay has applied to 9NR for grant assistance for flood damage reduction,
It is a matching fund offer with · $15,000 DNE participation limit; Ramsay
submitted a $~0,000+ project which would mean · $25,000 city participation
cost; project scope can be reduced to keep city's participation at $15,000.

Notion by Councilmember Cox and seconded by Councilmenber $orteberg approving
the grant application that has been placed with DNE for flood damage reduction
funds.

Notion carried. Voting No: None.

Discussion Re_~arding_ Ney Structure At Plants And Thin?s:

Councilme-,ber Cox stated that several of the recent Planning and Zonin~ meeting
minutes show Commissioner Dee~er's concerns with new construction at Plants and
Thin&s. Nr. ltickman's plans indicated a warehouse and he built according to
the building inspector% recommendations. Similar type buildings have been put
in the same vicinity; approaching Nr, Hick~an pleasantly, rather than calling
him before the P&Z Commission, would have been the better way to treat a
businessman. It would not be appropriate on Council% part to alloy this
harassment to continue.

Nr. Pules stated that P&Z and ~DC discussed this case at their 7-15 joint
meeting. Nr. ltic~nan's permit first stated the building was to be used for
retail space; he was informed that the building did not meet the qualifications
for retail so he changed the per. it application to read for storage; he is
using the building for retail space.

Nr. Goodrich verified Nr. Pules comments.

Notion by Councilm~her Cox and seconded by Councilmeeber Reimann to not
require Nr. Hickman of Plants and Things to return to the Planning and Zoning
Commission but rather that he meet with city staff to resolve concerns.

Further Discussion: Councilmemher Cox stated that the concerns with Plants and
Things could have been resolved between he and one ie~ber of city staff; it was
not necessary to call him before the entire Planning and Zoning Commission.

Notion carried. Voting Yes: Payor Heitman, Councilmenbers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

~ l~tters Of Reco?nition Commending_ Accom~lislments Of Ramsey
~esidents Dan Erickson and Rob Hanson:

Notion by Councilm~her Cox and seconded by Mayor Heir·an to send letters of
recognition, signed by the entire Council, commending Dan Erickson for
accomplishments in archery and Rob Ransom for accomplishments in gyumastics.

July 22, 1986
