Norris stated that she has not yet received a copy of the County Board of <br />Adjustment public hearing minutes fro~ June 18, 1986. <br /> <br />Nr. Jeff 8tedman was present and stated that Northstar Outdoor Education is a <br />non-profit organization working with Anoka County Parks and Recreation; any <br />proceeds from the tube/canoe rental business wi1.1 go to the Northstar Day Camp. <br />Nr. Btedman stated that the philosophy is to provide a controlled river <br />recreation progra~n that viii benefit the city and the river itself. <br />Stedman also noted that he has been infor~ned by the Anoka County Attorney's <br />Office that the tube/canoe rental operation would be a govern,nra1 use of the <br />because of Northstar% affiliation with the County Parks Depart,at and <br />therefore a conditional use permit for the operation is not necessary. Hr. <br />Stedman stated that there were about 15-20 persons present at the County <br />hearing; some concerned with rivervay protection and some expecting to make use <br />of the operation. Anoka County is addressing the rights to search and seizure <br />aspect with respect to controlling use of alcohol on the river. <br /> <br />Notion by Conmissioner Deemer and seconded by Coamissioner Howell to reconmend <br />adoption of the findings of fact relating to a request by Mr. Jeff Stedman of <br />Northstar Outdoor Education, Inc. for a conditional use permit to operate a <br />tube/canoe rental and shuttle service in the Rum River Central Park. <br /> <br />Notion carried. Voting Yes: Chairman Peterson, Conmissioners Deep, er, ShLu~vay, <br />Zi~merman, Howell, Rendriksen and LaDue. Voting No: None. <br /> <br />Notion by Co~missioner Deemer and seconded by Co~issioner Zia~nerman to <br />recommend approval of the request by Nr. Jeff Stedman of Northstar Outdoor <br />Education, Inc. for a conditional use permit to operate a tube/canoe rental and <br />shuttle service in the Rum River central Park contingent upon the applicant <br />entering into a conditional use permit agreement, amended as follows, with the <br />City. <br /> <br />1.
