Knudson's access onto Armstrong Blvd. ts a hazardous traffic area already.

fbairman Reterson - Replied that the permitted use applies to the land.

Ms. Norris - Stated that City Staff monitors the cor~itional u~e permit on a
routine and oomplaint basis.

Boy lttng - 15355 Eland - ~here have been ntmerous occasions where citizens have
oomplained to City Hall about commerci~ vehicles and equipment being stored
in residential areas; Staff ser~ls a letter stating equi~ment must be removed;
it is removed temporarily to satisfy the City and returned to the property at a
later date.

Q~airman Peterson - Noted that in many instances, those violations are by
people operating a business without a oor~ditiorml use permit. If Mr. Knudson
is granted the permit and disguises violations fr~m City Staff's knowledge, the
neigbors can produce evidence to the ~ontrary and Staff will seriously pursue
the matter.

Marguerite Henke - 8062 154th - Stated that it is unbelievable that this
Commission is oonsidering allowing a cement operation in residential area; that
she knows of no residential area in Ramsey where axmmercial trucks are allowed
to be stored. With respect to monitoring, City Ball does not do it. Her
neighborhood has been fighting with City Hall for t:~o years to get the area
cleaned up of tow trucks, junk cars, sodding equilm~ent, etc.; in 2 years, the
City has not even succeeded in get a gas stove removed from a driveway.

~airman Peterson - Stated that enforcing the zoning ordinance has been an on-
going difficult ~_~k for Council and City Staff; suggest that residents
conoerned with this issue run for Council ar~ proceed to get the problem taken
care of.

Mr. Nielson - Noted that this is not a big oement operation with large trucks;
the largest truck is a 2 ton; suggested (Dnoerr~ residents view Mr. Knudson's
property in a heavily developed residential area of Andover where his business
has been located for 12 years with no problems. Mr. Nielson noted that Mr.
Knudson's business was grandfathered in at the Andover location and he is not
required to have a oor~litional use permit from that city.

Mr. Volkman - Inquired if Mr. Knudson is moving his business to Ramsey for
convenience purposes because of his residential developnent proceeding on the
other side of Armstrong Blvd.

Mr. Nielson - Replied that Mr. Knudson constructs hundreds of basements per
year and would not go to the expense to move his business and home just for the
4 h(~nes he is in the process of developing on the other side of Armstrong.

Karri Anderson - 15425 Eland - Stated her home is directly across Armstrong
Blvd. from Mr. Knudson's pole building and she is ooncerr~ about traffic on
Armstrong.

Mr. Knudson - Stated that he will have a wide driveway south of the pole
building and ingressing and egressing onto Armstrong should not be a problem.
February 4, 1986
