Rezoning by the city must be supported by justification. <br /> <br />2. ~l~ere may be legislation requiring farmers and developers to cut <br /> down on soils loss. <br /> <br />3. Utilization of Special Use Permits versus Gonditional Use Permits <br /> can be ruled by the courts as discrimination. <br /> <br />Chairman Peterson inquired if it would be possible to encourage legislators to <br />amend the law to allow for special use permits. <br /> <br />Ms. Norris stated that she has discussed this issue with the League of <br />Minnesota Cities and Mr. Lefevere; they both say that one of the conditions of <br />the conditional use permit can be duration, as long as it is reasonable. <br /> <br />Con~issioner Zimmerman stated that this G0~ission should review the City's <br />Comprehensive Plan annually. <br /> <br />Mr. David Bartley agreed with Oo~nissioner ;.i~nerm~n's suggestion and stated <br />that the task of reviewing the omp plan should be done with an attitude of <br />anticipating the future rather than reacting to the current. <br /> February 4, 1986 <br /> <br />Page 6 of 7 <br /> <br /> <br />
