Senator Dahl stated that he has made a oo~mitment to deal with
deficit without raising taxes or cutting education aids. Senator Dahl stated
that he is aware of Ramsey's ooncerns regarding the landfill; it has been
his p~ivilege to work for a strong Superfund; and he voted to resist all
amendments to weaken the Superfund in the last legislative session. With
respect to the Ru~ River Bridge Crossing, Senator Dahl stated that it is
difficult to obtain special legislation for funds for a specific highway but he
does have a good working relationship with the C~mmissioner of the Dep~rtment
of Transportation and he is willing to meet with him regarding this matter.
Senator Dahl stated that he was the chief author of the 'Lemon New Car Bill'
and he wants to see those same protections provided for used car buyers.
Senator Dahl stated that he is also working on legislation to assist farmers as
the Federal Farm Bill was less than hoped for. Senator Dab/ stated that he is
researching a program whereby State revenues that do not have to be spent
i~mediately ~ould be deposited in rural banks with the understanding that those
funds be used to make short term operating loans to farmers. Senator Dahl
stated that he is also working on: legislation to prohibit merchants from
adding a surcharge to credit card purchases, enoouraging pension fund
investiment, establishing a Minnesota 'C' Capital Fund to assist businesses in
getting started, p~rk legislation in Anoka County, bank legislation, watershed
board legislation, cleaning up Crooked Lake and storm shelters and tie-downs
for mobile home residences. Senator Dab/ stated that he hopes the positive
relationship between he and Ramsey will oontinue in the 1986 Legislative
Session and he will work to address Ramsey's oonoerns.

Councilmember Reimann referred to Senator Bahls mention of a program to deposit
State money with rural banks and inquired as to the oonsequences if the State
does not get paid back.
January 28, 1986
