I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Senator Dahl requested that a respresentatJve of Ramsey call him to set up a <br />meeting with the Co~nissioner of the Dep~rtment of Transportation. <br /> <br />Mayor Heitman referred to an article in the League of Minnesota Cities Action <br />Alert regarding the Governor's budget proposal, the deficit and cuts and stated <br />that Ramsey is a fiscally responsible City and should not be asked to subsidize <br />some other city's fiscal irresponsibility. <br /> <br />Senator Dahl stated that he assisted Ramsey and Andover in obtaining their fair <br />share of State aids; now those cities are expecting a~d budgeting for that <br />amount and it would be unfair of the State not to live up to that commitment. <br />If city oouncils would oommunicate their ~oncerns to legislators, it is more <br />likely that the cuts will be made in areas other than municipal State aids. <br /> <br />Mayor Heitman stated that Ramsey only wants to survive without State aids to <br />the same degree that everybody else is being required to survive without it. <br />Mayor Heitman also stated that education is expensive but ignorance is much <br />more ~ostly. <br /> <br />Councilmember Cox replied that it doesn't mean a bunch of degrees will make a <br />person not ignorant. <br /> <br />Councilmember Cox i~guired as to what can be done about the situation where the <br />State allows ~olice dep~rtments to virtually take whatever they want for a wage <br />increase whether the o~mmunity can afford it or not. On the one hand, <br />oommuni ti es are held at bay by local aids and on the other hand, oo~munities <br />are told to pray these rates whether they can afford it or not. <br /> <br />Senator Dahl replied that negotiations with management ~hould be carried out in <br />good faith. <br /> <br />Councilmember Cox replied that good faith negotiations no longer are allowed <br />because of State mandated arbitration which is one sided. <br /> <br />Senator Dahl stated that he is not (~onvinced that it is necessarily a bad thing <br />to allow police and fire departments additional tools to handle bargaining. <br /> <br />Refer to page 9 of these minutes for further action. <br /> <br />Council recessed at 8:46 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 9:01 p.m. <br /> <br />~%d~ntion of R~mlution Atx)rovina_Findin~ of Fact for fleo~ina <br />F~virorm~g_ntal As~.~mwmt WorkablE: f~e of N~rthf°~k PA1.D. ~ <br /> <br />Ms. Norris stated that the term 'findings of fact' is inoorrect; the resolution <br />is to approve the sooping doc~nent which outlines issues the City wants <br />addressed in the Environmental Impact Statement. <br /> <br />January 28, 1986 <br /> <br />Page 8 of 18 <br /> <br /> <br />
