I I i I I I I I I I I I I I I I I I Motion by Counctlmember Schlueter and seconded by Mayor Hettman to approve of the City Council conducting a closed meeting on February 4, 1986 at 6:30 p.m. at the Ramsey Municip~l Center. Ge purpose of the closed meeting will be to discuss the on-going AFSCME union labor oontract negotiations and to give the appropriate direction to the City Attorney and City Administrator relating to these negotiations as well as the pending mediation. Said meeting is to be oonducted and authorized pursuant to the Minnesota Open Meeting Statute. Further Discussion: Councilmember Cox inquired if this meet/ng would be for full Council. Mr. Goodrich replied that it would. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Crawford, District Enginccr with the Dep~rtment of Transportation, indicating that Ramsey City Council supports the hours of operation that currently exist for the Dayton Port rest area. Further, that in light of the State's budget shortfalls, Ramsey Council enoourages establishing those same hours of operation at rest areas throughout the State. Further Discussion: Councilmember Reimann stated that some wayside rests in the State are getting to be unneoessarily elaborate. Councilmember Schlueter inquired if this motion encourages reducing rest area hours of operation all over the State. Councilme~ber COx replied that it does. Motion carried. Motion by Councilmember l~eimann and seconded by Councilmember Schlueter to deny Family Life Mental Health Center's request for a portion of Ramsey's C[]3G funds. Motion carried.
