Motion by Councilme~ber Cox and seoonded k~y Councilmember Reimann directing <br />City Staff to prepere a resolution to be forwarded to State representatives and <br />PCR indicating all the reasons this czm~nunity is being oontaminated because of <br />their actions and then penalizing the first business downstream from the <br />landfill. <br /> <br />Further Discussion: Councilmember Reimann stated that PG%'s action against <br />Waltek shows that they are really trying to set an example; in reality, every <br />homeowner is guilty of potential hazardous waste violations; PG% is using their <br />power in the wrong direction; they should be preventing hazardous waste rather <br />than fining for potential hazardous waste. <br /> <br />Motion carried. Voting Yes: Councilm~rs Sorteberg, Reimann and (]ox. <br />Voting No: Mayor Beitman and Councilmember Schlueter. <br /> <br />Finance Offioer Graczyk stated that the Governor made is budget recxmm~ndations <br />and the i~mediate impact on cities is in t~o areas: local goverr~ent aids and <br />homestead credit. ~he LGA cut for Ramsey is 8.1%; homestead credit cut is 9%. <br />~he third major inter-governmental fund source is fr~ the Federal government <br />in the area of Federal Revenue Sharing. Ramsey's Federal Revenue Sharing has <br />been cut from $34,000 to $32,000. P~msey's expenditures are low enough to <br />sustain the cuts but the budget will be watched closely this year. <br /> <br />Mayor Heitman requested that Mr. Grac~yk inform Council if he notices a <br />situation developing that is more negative to Ramsey than to other oommunities <br />in order that Council may take appropriate action. <br /> <br />Mr. Goodrich stated that he and Ms. Frolik solicited quotes from six printers <br />and 3 bids have been received. Council reviewed the bids. <br /> <br />Gouncilm~nber Cox inquired as to what percentage of the newsletter would be <br />utilized by the School District and stated that the Sd~ool District's financial <br />participation should be proportionate to the space used by them. <br /> <br />Gouncil oonsensus was to table this case until it is known how much financial <br />support the Newsletter will get from the School District. <br /> <br />Mr. Goodrich explained that Welsh Auto Body and Eoon Marketing are both upset <br />with the City; Welsh states that the City enforced their zoning ordinances to a <br />degree where it forced his business out of the City; Econ states that the City <br />does not enforce it's ordinances vigourously enough. <br /> <br />Mayor Heitman stated that enforcing ordinances is another item to be discussed <br />at the joint Council/Commission meeting. <br /> <br />January 28, 1986 <br /> <br />Page 14 of 18 <br /> <br /> <br />
