Technical Memorandum #1: General Transit Demand Study April 2004

and license plate data does not always indicate where people are currently living, this information
provides a good basis for determining the draw area of the park and ride facility. Based on this
survey, there were a total of 163 cars parked in the Riverdale Park and Ride. The majority of
these vehicles came from one of four communities: 33 percent (54 vehicles) from Andover; 22
percent (36 vehicles) from Coon Rapids; 15 percent (24 vehicles) from Ramsey; and 8 percent
(14 vehicles) from Anoka.

While it is difficult to draw firm conclusions about transit demand in Ramsey from these results, it
does indicate that the draw area of park and ride users on the Northstar Commuter Coach
extends beyond the immediate area. This survey also indicates that there is a significant demand
for commuter services from Ramsey residents.

Other Transit Services

Because there is no fixed route service in Ramsey, the following section-briefly mentions other
fixed route services that are available in communities near Ramsey (Anoka, Coon Rapids and
Champlin). The transit routes that serve the Anoka-Hennepin Technical College and the
Enterprise Park area of Anoka would be the most relevant local transit service for Ramsey
residents and the Anoka Metro Center (7~h and Garfield) would be the nearest park and ride for
most Ramsey residents.

Metro Transit
827/852: Both of these routes provide service between Anoka/Coon Rapids and 3rd Avenue ~
South in downtown Minneapolis. Route 827 is a local route while Route 852 provides express
service along certain portions of the route. Local Route 827 makes a stop at the Anoka Metro
Center (Park and Ride) and very limited.service to the Anoka-Hennepin Technical College and
Enterprise Park in northwest Anoka. Route 852 also provides very limited service to the Anoka~
Hennepin Technical College. Saturday service on Route 852 is also available between
downtown Anoka and downtown Minneapolis.

850/851: Both of these express routes provide peak-hour service between Anoka/Coon Rapids
and downtown 3rd Avenue South in Minneapolis. Route 850 provides service between the Anoka
Metro Center, downtown Anoka, Coon Rapids Blvd and the Foley Park and Ride before
continuing non-stop to downtown Minneapolis. Route 851 provides direct service between
Riverdale Crossing, downtown Anoka and the Riverdale Park and Ride before continuing non-
stop to downtown Minneapolis. Route 851 competes directly with the Northstar Commute Coach
rd Ih
but provides service to 3 Avenue South rather than the 5 Street parking garage. Service on
both of these routes is available Monday through Friday only.

766: This express route connects downtown Anoka, the Dayton Road Pai'k and Ride in Champlin,
Brooklyn Park, Brooklyn Center and downtown Minneapolis.
