Therefore, operating both conceptual shuttle routes at five minute headways for <br />12 hours a day is probably not a good use of resources. BeCause the RTC is less than 1 square <br />mile, however, we believe that service frequencies every 15 minutes (and preferably every 10 <br />minutes) are probably the most appropriate level to provide an attractive service. <br /> <br />One possible arrangement to maximize resources would be to provide service on the Red route <br />only during the morning and the evening commute periods to provide service between the <br />residential areas and the commuter bus/rail station. The Blue route could operate only during the <br />afternoon/lunch time to provide circulation in the office/retail district. This would result in the need <br />for 2 vehicles for 15 minute service and 4 vehicles for 10 minute service. Evening/night service <br />could be provided thrbughout the RTC by modifying the conceptual routing to better serve both <br />the office/retail district and the residential district. <br /> <br />Multimodal Transportation Needs <br /> <br />Over the long term as the Ramsey Town Center develops, provisions shoUld be made for all <br />modes of transportation to enhance the viability of transit. This primari.ly includes walking and <br />biking, both of which are necessary for attracting people to transit. <br /> <br />The Development Guidelines produced by the Ramsey Town Center, LLC includes §:i'~ificant <br />design guideline recommendations that encourage multimodal transport~.,.t, io~i'i~.
