Technical Memorandum #1' General Transit Demand Study April 2004

Part V: Next Steps and RecommendatiOns

This study presents a potential demand for transit service in Ramsey. As the City moves forward
with the Ramsey Town Center project, a number of "next steps" and recommendations that
should be taken to ensure that transit becomes an integral component of the Ramsey Town
Center.

Ensure that the Northstar Commuter Coach makes a stop in the Ramsey Town
Center. Because the Northstar Commuter Coach currently travels through Ramsey
along Highway 10, it has always been assumed that once a park and ride facility was
available, the Commuter Coach would make a stop in the RTC. This study and our
demand estimates are based on this assumption. We presented varying demand
estimates because the LEVEL of service is still unknown.

Consider a Transportation Demand Management study for the RTC. While transit is
a vital component of the RTC, so too are other modes of transportation. Driving, walking,
using transit and biking should all compliment each other to ensure a variety of
t~ansportation choices. Once the RTC is fully built out, it will feature a unique mix of
retail, office and housing that will include a much higher density of uses compared to
other developments in the city or region. This type of development is especially suitable
for encouraging a number of various modes of transportation, as well as promoting o~ther
types of TDM strategies. ~

15
