CASE <br /> <br />REQUEST FOR AMENDMENT TO AN APPROVED SITE PLAN; <br />CASE OF PADDOCK INVESTMENTS <br /> By: Amy Geisler, Associate Planner <br /> Chris Anderson, Community Development Assistant <br /> <br />Background: <br /> <br />On September 23, 2003 Paddock Investments received site plan approval for a 10,976 <br />manufacturing facility on the property located on Azurite Street south of Sunwood Drive. <br />Paddock Investments is now ready to install the landscaping on their site, and is seeking <br />an amendment to the landscaping plan approved by the City Council. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />d) <br />e) <br /> <br />Site location map <br />Approved landscaping plan <br />Proposed landscaping plan (*note: this is a reduction of most of the plan, <br />slaff will go over both plans at the meeting) <br />City Council minutes dated September 23, 2003 <br />Planning Commission minutes dated September 4, 2003 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing. <br /> <br />Observations: <br /> <br />Several commercial and industrial site plans were approved by the City Council in 2003, <br />which were reviewed and approved under the then-new Commercial and Industrial <br />Zoning Requirements. It quickly became apparent that the shrub requirements in the new <br />code were excessive and would be diffiCult to applY in new developments. On several of <br />these site plans, staff received direction to negotiate a more reasonable shrub requirement <br />with applicants on a case-by-case basis. Based on this experience, staff updated <br />landscaping requirements in the Commercial and Industrial Zoning Districtsto include a <br />more reasonable shrub requirement and a small reduction in the tree requirement. <br /> <br />Cabinetry Concept's approved landscaping plan shows a total of 25 trees and 55 shrubs. <br />Under the new landscaping requirements in the E-1 Employment District, a total of 21 <br />trees and 35 shrubs would be required. The revised landscaping plan shows 16 trees, 10 <br />shrubs, and 40 perennial plants. According to current requirements, the revised plan is <br />short 5 trees and 25 shrubs. <br /> <br />Staff visited the site again to evaluate options for including additional plantings. There <br />appears to be room to add enough shrubs (25) near the building entrance and along the <br />Azurite Street fi'ontage to meet current shrub requirements. While the proposed perennial <br />plantings will add to the attractiveness of the site, they do not meet the shrub <br />requirements in City Code. <br /> <br /> <br />
