Commissioner Brauer requested infon'nation regarding the placement of Coborn's under~ound <br />fuel tank based on its proximity to Well No. 6. <br /> <br />Community Development Director Frolik stated that the Engineering Department had received <br />some preliminary recommendations from Bolton & Menk for minimum conditions, as follows: <br /> <br />Double walled storage tanks with corrosion protection; <br />Spill protection to catch spills that may occur during deli.very of products; <br />Overfill protection including automatic shutoff devices, overfill alarms and ball fi'oat <br />valves; <br />Leak detection, including interstitial monitoring of the double walled tank; ~. <br />Product release monitoring, including installation of groundwater monitoring well:s <br />and monthly monitoring of these wells;. <br />Tank Tightness Testing on an annual basiS;and ' <br />Annual reports sumrnarizing monthly monitoring results, monthly inventory control, <br />and tank tightness testing. <br /> <br />Community Development Director Frolik stated that when we get to final site plan <br />review/approval, the requirements, regarding the underground fuel tank wilt 'be reviewed at that <br />time for confbnnity. ' · <br /> <br />Greg Voss, Shingobee Builders, stated it may make sense to move Well No. 6 further north of <br />the site and they will work with City Staff on this issue.- · <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend that the City <br />Council approve the preliminary site plan for the Coborn's grocery store in the Ramsey Town <br />Center, contingent upon the developer applying for a variance to the floor area ratio requirement; <br />and contingent upon the developer eliminating the Zeolite Street egress; and contingent upon the <br />developer providing a right in/right out access on Sunwood Drive; and contingent upon the <br />developer submitting a revised Landscape Plan for review by City Staff that may also be phased; <br />and contingent upon the developer satisfying alt City r'equirements with respect to the <br />underground fuel tank. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Cornmissioners Johnson, Brauer, Shepherd, and <br />Watson. Voting No: None. Absent: Commissioners Jeffrey and Van Scoy. <br /> <br />Case #9: <br /> <br />Request for Site Plan Review of Town Center 3r~ Addition, Corner Retail <br />Building; Case of Ramdance, LLC <br /> <br />Community Develop~nent Director Frolik stated that the City received an application from <br />Ramdance LLC for a site plan for approval for the development of a comer retail building on <br />Outlot I of Ramsey Town Center, proposed to be replatted as Ramsey Town Center 3~ Addition. <br />She stated the applicants are proposing to construct an 18,000 square foot retail store on the site, <br />a portion of which will be occupied by a liquor store. <br /> <br />Community Development Director Frolik stated that the amount of glazing on the north wall <br />(Sunwood Drive side) and the east wall (Zeolite Street side) is 35% and 21%, respectively.
