Town Center 3rd Addition - Site Plan/Coborn's
July 8, 2004, Revised July 23, 2004

· The pond elevations on Page 9 do not match the information shown on the other
sheets.
· The retaining wall around the plan is called out'as combined retaining wall and
building footing. Signed engineering drawings will be need to be submitted to the
building inspection department for review prior to approval of this concept.
· Grade transitions should be smoothed out, the current plans show grade changes of
2%+ on different sides of contour lines.

Utility Plan: We offer the following comments on the utility plan.

· The hydrant in front of the large retail building on page 9 conflicts with the storm
water lead to the build and is too close to the catch basin. Move the hydrant to a
different island, The landscaping plan shows a tree in the same location as this
hydrant. Additional coordination of the plans is necessary.
· Coordinate with the MSA plans to remove the sanitary sewer and water service along
Armstrong Boulevard west of the pond.
· The proposed watermain layout is being reviewed by the city consultant to verify
adequacy of hydrant flows. This information may not be available before this review
letter is sent. The results of the review will be sent to URS.
· The fire inspector is reviewing the hydrant layout for coverage of the site. Comments
will be provided during the review process.
· The storm water plan approved with the final plat of Ramsey Town Center is being
modified to allow more room for development on this site. Meetings have been held
to resolve the changes. The changes included making the southwest pond smaller,
increasing the size of other ponds and changing pipe sizes and alignments. Details to
be resolved include verifying that there is adequate clem-ance between the pipes after
the change in size, verifying the clearance around the new manholes and verifying
cover over the pipe. These issues were discussed at a meeting held July 1, 2004 and
work Was to start on checking these specific issues.

The RTC development will require additional water supply wells. This was anticipated and a lot
was platted on the east side of Zeolite' Street for a future well. An exploratory well has been
developed on the lot and the plans for pipe to connect this well with the city water distribution
system have been issued for construction. The proposed gas station on the site is within the well
head protection area for this future well. Gas Stations are not explicitly prohibited in well head
protection areas, however additional protection measures are required for the underground
st°rage tanks and dispensing areas. Plans for these additional controls must be submitted to the
city ~br approval. Relocation of the well has been suggested by the developer. This may be
acceptable to the city if a suitable site for the new well can be ~'ound. The developer will be
responsible for reimbursing the city expenditures to date on the current well site and reimbursing
the city for the cost of pipe installed but not used to connect to the original well.
