Town Center 3rd Addition- Site Plan/Coborn's <br />July 8, 2004, Revised July 23, 2004 <br />Page 4 of 9 <br /> <br />Landscaping: City Code requires one (1) tree per every fifty (50) lineal feet of site perimeter or <br />1,000 square feet of building coverage, whichever is greater, be planted throughout the site. A <br />portion of these trees should be installed along the public road frontage at no greater than thirty- <br />five (35) feet on center. City Code also requires that no less than 25% of the trees planted be <br /> <br />deciduous and no less than 25% coniferous. Furthermore, City Code requires that no more than <br />25% of the trees planted consist of ornamental trees. Parking lot landscaping is also required, <br />one (1) tree per every ten (10) parking stalls. In addition to the tree requirements, City Code algo <br />states that one (1) shrub per every thirty (30) lineal feet of site perimeter or 300 square feet of <br />building coverage, whichever is greater, be planted. <br /> <br />The proposed total building coverage on the p.roperty is 96,000 square feet (presuming the <br />grocery store eventually expands to 63',000 square feet), which equates to' a minimum of ninety- <br />six (96) trees and 320 shrubs needing to be installed. Additionally, another forty-five (45) trees <br />need to be installed within the parking lot area to satisfy to the parking lot landscaping <br />requirements (there are roughly 450 parking stalls). Therefore, overall a minimum of 141 trees <br />must be installed throughout the site. <br /> <br />At least thirteen (13) trees must be installed along Armstrong Blvd, at a spacing no greater than <br />thirty-five (35) feet on center, to satisfy the public road frontage planting requirement. The Town <br />Center master streetscape includes parkway trees along Sunwood Dr and Zeolite St which satisfy <br />the public road frontage requirements along both of those streets. <br /> <br />The current landscaping plan includes 102 trees and 348 shrubs. The parking lot requirements <br />and the shrub requirements are being fulfilled. However, an additional thirty-nine (39) trees must <br />be incorporated into the plan to meet the minimum number of i:equired trees. A number bf these <br />trees should be positioned along the western property boundary where there is still ample <br />planting space and they will satisfy the public road frontage requirement along Armstrong Blvd. <br />On July 12, 2004, the Planning Commission agreed that the commercial, services, future <br />restaurants and pond should not be completely screened from public view and that the Landscape <br />Plan should be adjusted accordingly. It Was also suggested that the applicant draw up a phasing <br />plan for the installation of landscaping as buildings are constructed. <br /> <br />There is one concern regarding the location of one of the evergreen trees. In the southwest <br />corner, near the prescription drive-thru, there is a conifer shown adjacent to the row of ten (10) <br />parking stalls. As this tree matures, the lower branches may obstruct the view of patrons that are <br />backing out of the adjacent parking stall or could damage a vehicle. It is recommended that this <br />tree be substituted with a deciduous, overstory tree. <br /> <br />A revised landscaping plan should be submitted. It should include the additional trees as <br />required under City Code as well as provide details regarding the proposed .species. At a <br />minimum, the species palette must include the common name, Latin name, and size of each <br />species. As a final note, those buildings that are constructed at a later time must comply with the <br /> <br /> <br />
