Staff finds' this proposal <br />acceptable. <br /> <br />Waste Storage: City Code requires that all ~olid waste and refuse receptacles stored outdoors <br />must be done so within a completely screened structure or container. It is Staff's understanding <br />that the waste storage needs will be accommodated indoors; this must be stated on the final site <br />plan. <br /> <br />Lighting: Please provide the City with details regarding the lighting that will be on the building <br />and located in the parking lot for review. City standards require that the luminaire (light source) <br />must not be visible from beyond the property line. The applicant should submit shop drawings of <br />the lighting 'fixtures for review and approval by the City Engineer. <br /> <br />Signs: A separate sign permit will be required for all site signs. Walt signs are. limited to a.total <br />square footage equal to 15% of the area of the front building facade. At least 50% of that <br />allotment must be placed on the front wall; remaining signage area may be distributed on other <br />walls of the building. Wall signs may not exceed the top of the wall. One ground sign is allowed <br />for each parcel at a size not to exceed 100 square feet. City Code also has provisions for drive- <br />up menu boards, parking lot directional signs; window signs and real estate signs. <br /> <br />REU Number: Impervious surface,and green space calculations are required to be submitted in <br />order to determine the quarterly REU charge. <br /> <br />Development Agreement: As part of the approval by City Council, the applicant will need to <br />enter into a development agreement with City. This agreement, among other things, will <br />incorporate relevant items from the Master Development Agreement with Ramsey Town Center <br />LLC that will be obligations for Ramdance LLC. The Development Agreement will also <br />enumerate the financial sureties needed by the city to allow construction of the project. <br /> <br />Final Site Plan: A final site plan will need to be submitted as part of the final plat approval and <br />approved by the City Council. The final site plan and final plat can be reviewed and approved <br />concurrently. <br /> <br />Gas Operations: The gas component shown on the site plan will consist of three pumps covered <br />by a canopy. The canopy will contain material and color that is consistent with the grocery <br />store. The elevations of the gas pumps do not show any signage on the canopy. No signage will <br />be allowed in the gas canopy. The City is reviewing a potential zoning ordinance amendment to <br />allow for gas operations as an accessory use in the TC-2 Zoning District. The gas operations <br />shown on the site plan is contingent on the City approving tlxe zoning ordinance amendment. <br />Additionally, since the gas operations will be in the City's wellhead protection area and its <br />proximity to Well #6, approval to operate the gas component is contingent on meeting the <br />l~bllowing minimum conditions <br /> <br /> <br />
