Town Center 3rd Addition - Site Plan/Coborn's <br />July 8, 2004, Revised July 23, 2004 <br />Page 7 of 9 <br /> <br />a) Double walled storage tanks with corrosion protection. <br />b) Spill protection to catch spills that may occur during delivery of products. <br />c) Overfill protection including automatic shutoff devices, overfill alarms and ball float <br /> valves. <br />d) Leak detection, including interstitial monitoring of the double walled tank. <br />e) Product release monitoring, including installation of groundwater monitoring wells and <br /> monthly monitoring of these wells. <br />f) Tank Tightness Testing on an annual basis. '~ <br />g) Annual reports summarizing monthly monitoring results, monthly inventory control, and <br /> tank tightness testing. <br /> <br />Car wash: The car wash shown on the site plan will consist of the same materials, color, and <br />architectural elements as the grocery store. The City is reviewing a conditional use permit <br />request to allow for a car wash as directed by the TC-2 Zoning District. The car wash as shown <br />on the site plan is contingent on the City approving the conditional use ,permit. <br /> <br />Drive Thru: The drive-thru that will be operated as part of the pharmacy operations contained <br />within the grocery store will be located on the west side of the building. A drive-thru is only <br />allowed as a conditi0nal use permit in the TC-2 Zoning District. The City is reviewing a <br />conditional use permit request to allow for the drive-thru as directed by the TC-2 Zoning District. <br />The drive-thru shown on the site plan is contingent on the City 'approving the conditional use <br />permit. <br /> <br />Size of Grocery Store: The TC-2 Zoning District requires a conditional use permit for buildings <br />larger than 35,000 square feet. The grocery store shown on the site plan is proposed to initially be <br />54,000 square feet and future expansion to 63,000 square feet. The City is reviewing a <br />conditional use permit request to allow for a building larger than 35,000 square feet as directed <br />by the TC-2 Zoning District. The size of the building as shown on the site plan is contingent on <br />the City approving the conditional use permit. <br /> <br />Town Center Development Review Guidelines: The following comments are a review of the <br />site plan in accordance with the Sub-District Guidelines for the TC-2 Commercial area, as found <br />in the Final Draft Town Center Development Guidelines. <br /> <br />Public Realm/Streel~'cape: The subject property is located immediately adjacent to Armstrong <br />Blvd., Sunwood Drive and Zeolite Street. No public parks are identified for this sub-district. <br />This sub-district encourages a mix of large and small floor buildings, accommodating auto- <br />oriented uses. Therefore, an attractive streetscape, small scale gi'een spaces, pockets of gathering <br />areas are encouraged. Outlot A is being reserved for entrance ~green space; outdoor dining <br />overlooking a pond area is proposed; there are pedestrian sidewalks adjacent to the streets; trees <br />to shade the sidewalks; and pedestrian crosswalks placed internally for connectivity between <br />buildings. Additional options to add interest would be special pavements and street lighting. <br /> <br /> <br />
