Town Center 3rd Addition- Site PlardCoborn's <br />July 8, 2004, Revised July 23, 2004 <br />Page 8 of 9 <br /> <br />Site Development: The site plan includes a mix of large scale retail and convenience uses. <br />Generally, the buildings, proposed for this block are located at the .street right-of-way, with the <br />exception of the grocery store. Placement of the grocery store at the street right-of-way will <br />result in the loading docks being situated in the middle of the public parking lot, which is <br />unacceptable. In addition, the Design Guidelines encourage large scale users in the TC-2 district <br />to locate adjacent to the railroad. Buildings are located at key intersections of Armstrong and <br />Sunwood and Zeolite and Sunwood. The site development guidelines specifically state that no <br />more than 25% of street frontage, which is equal to approximately 288 feet in this case, can 15'e <br />utilized for surface parking lots. This preliminary site plan is a result of modifications made to <br /> <br />the sketch plan to minimize gaps between buildings and surface parking adjacent to streets. The <br />nature of the TC-2 sub-district will inevitably include gaps between buildings, surface parking <br />adjacent to street right-of-way, and greater building setbacks. The proposal for this block <br />encourages shared parking and the plan has been designed to place a minimum amount of surface <br />parking adjacent to Sunwood. The final site plan should include information regarding whether <br />or not the recommended 25% restriction can be met. The guidelines recommend one access per <br />block on destination streets and the approved, sketch plan shows one access onto Sunwood. The <br />second access to Sunwood should be e. liminated. <br /> <br />/lrchitectural Standards: In accordance with stated goals of the Town Center design guidelines, <br />detailed elevations regarding architecture for the building have been provided. The architectural <br />features of the grocery store consist of the same exterior materials on all four sides of the <br />building and include diversity in texture, color, shapes, projections, recesses, height, and <br />transparency at street level. The selected materials include EIFS integrally treated with color, <br />brick veneer, split face CMU, precast concrete panels, smooth face aggregate and pre-finished <br />metal accents. The same materials will be used on the fuel island and car wash to aesthetically <br />blend these accessory uses with the main store. The TC-2 District requires buildings to be 1-3 <br />stories in height. In accordance with the design guidelines for larger scale buildings, the grocery <br />store will be located adjacent to the railrsad corridor <br /> <br />The guidelines recommend 35% of the total ground level street front facades be glass openings. <br />The amount of glazing on the north wall facing Sunwood Drive is 21%, 7% on the east wall <br />facing Zeolite, and 2% on the west wall facing Armstrong Blvd. N.W. The intent of the glazing <br />requirement is to. enhance the walking experience along the sidewalk streetscapes by promgting <br />building designs that provide the ability to window shop. In the TC-2 District, the large scale <br />retail uses are encouraged to locate adjacent to the railroad and away from the sidewalks. <br />Grocery, pharmacy and fuel amenities are destination shopping with a purpose and do not lend <br />themselves to browsing or window shopping. For these reasons, City S~taff finds the reduced <br />amount of glass openings on the structure acceptable. There is. also the option to demonstrate <br />great design through other means. The total amount of brick or comparable alternatives is <br />suggested at 50% of the non-glazed area; the grocery store shows 72% of the non-glazed area is <br />brick or a comparable alternative. <br /> <br /> <br />
