Town Center 3rd Addition - Site Plan/Corner Retail"
July 8, 2004
Page 4 o/' 6
trees should be positioned along the western property boundary where there is still ample
planting space and they will satisfy the public road frontage requirement along Armstrong Blvd.

There is one concern regarding the location of one of the evergreen trees. 'In the southwest
corner, near the prescription drive-thru, there is a conifer' shown adjacent to the row of ten (10)
parking stalls. As this tree matures, the lower branches may obstruct the view of patrons that are
backing out of the adjacent parking stall or could damage a vehicle. It is recommended that this
tree be substituted with a deciduous overstory tree.

A revised landscaping plan should be submitted. It should include the additional trees as
required under City Code as well as provide details regarding the proposed species. At a
minimum, the species palette must include the common name, Latin name, and size of each
species. As a final note, those buildings that are constructed at a later time must comply with the
landscaping plan that receives final approval by the City. Any deviations must receive approval
from the City prior to the materials being installed.

Access: The sketch plan approved by the City Council on May 11, 2004, showed one access on
the south side of Sunwood Drive, west of Zeolite Street and said access aligned with the
proposed access on the north side of Sunwood Drive. One public access and one truck access
was shown on Zeolite Street. The Interim Streetscape Plan prepared by URS and dated July 7,
2004 shows two accesses on the south side of Sunwood Drive and the westerly access is offset
approximately 65 feet from the access on the north side of Sunwood Drive. The westerly access
on the south side of Sunwood must be corrected to align with the north side. And, the second
access on the south side of Sunwood must be eliminated in accordance with the approved sketch
plan, as access to Municipal State Aid roads shall be limited. The plans now show an additional
public access on Zeolite Street, adjacent to the truck access. This second public access on
Zeolite should also be eliminated from the plan for public safety reasons because of its proximity
to the truck entrance and the corner intersection of Zeolite and Civic Center Drive.

Building Height: The TC-2 District states buildings must be 1 -3 stories in height. The proposed
structure is one story and therefore meets the height requirements.

Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a
completely screened structure or container. The submittals are deficient of this requirement and
must be modified accordingly.

Parking Standards: Since there will be shared parking on the entirety of Block 1, the parking
requirements ~br Lot i and 2 will be reviewed in total at this time. City Code states that 4
parking spaces are required for each 1,000 square feet of retail space and 5 spaces are required
l~br every 1.,000 square feet of restaurant space. There is ultimately 92,000 square feet of retail
and 8,000 square t"eet o~' restaurant piam~ed for Lot 1 and 5,000 square feet of retail proposed l~br
Lot 2. This equates to a minimum of 428 parking spaces (40 restaurant and 388 retail). The
preliminary site plan indicates that approximately 451 spaces will be provided. City Code also
states that a development cannot exceed parking stall minimums by more than 25%, the site plan
is laroviding an additional 23 parking stalls, which is only a .05% increase. The site plan meets
parking requirements established in City Code.
