Town Center 3rd Addition - Site Plan/Comer Retail <br />July 8, 2004 <br />Page 5 of 6 <br />Lighting: Please provide the City with details regarding the lighting that will be on the building <br />and located in the parking lot for review. City standards require that the luminaire (light source) <br />must not be visible from beyond the property line. The applicant should submit shop drawings of <br />the lighting fixtures for review and approval by the City Engineer. <br /> <br />Signs: A sign permit will be required for all site signs. Wall signs are limited to a total square <br />['ootage equal to 15% of the area of the front building facade. At least 50% of that allotment <br />must be placed on the front wall; remaining signage area may be distributed on other walls of the <br />building. Wall signs may not exceed the top of the wall. One ground sign is allowed for each <br />parcel at a size not to exceed 100 square feet. City Code also has provisions for drive-up menu <br />boards, parking lot directional signs; window signs and real estate signs. <br /> <br />REU Number: Submittal of impervious surface and green space calculations is necessary in <br />order to determine the quarterly REU charges. <br /> <br />Development Agreement: As part of the approval by City Council, the applicant will need to <br />enter into a development agreement with City. This agreement, among other things, will <br />incorporate relevant items from the Master Development Agreement with Ramsey Town Center <br />LLC that will be obligations for Ramdance LLC. The Development Agreement will also <br />enumerate the financial sureties needed by the City to allow construction of the project. <br /> <br />Final Site Plan: A final site plan will need to be submitted and approved by City Council as part <br />or' the final plat approval. The final site plan and final plat may be reviewed and approved <br />concurrently. <br /> <br />Town Center Development. Review Guidelines: The following comments are a review of the <br />site plan in accordance with the Sub-District Guidelines for the TC-2 Commercial area, as found <br />in the Final Draft Town Center Development Guidelines. <br /> <br />Public Reatm/Streetscape: The comer retail structure is located immediately adjacent to <br />Sunwood Drive and Zeolite Street, adjacent to sidewalks and trees installed as part of the <br />streetscape. No public parks are identified for this sub-district; small group sitting areas and a <br />mix of pavement and plantings are encouraged. The north and east elevations include foundation <br />plantings and pedestrian benches. It is recommended that foundation plantings and benches be <br />included on the interior side of the building that accesses the parking lot. <br /> <br />Site Development: The site plan includes a mix of large floor (grocery store, convenience (fuel <br />amenity, pharmacy) and specialty uses (liquor store). This comer retail is appropriately located <br />at a key intersection: Sunwood and Zeolite. The comer retail building is located at and parallel <br />to the street right-obway. Parking for this fkcility is behind the structure and located away from <br />the streets. <br /> <br />,4rchitectt~rrd 5¥andctrcls: In accordance with stated goals of the Town Center design guidelines, <br />detailed elevations regarding architecture for the building have been provided. The architectural <br />features of' the retail corner are multi-sided and include diversity in texture, color, shapes, <br />projections, recesses, height, and transparency at street level. The selected materials include <br />EIFS integrally treated with color, split face CMU block, precast concrete, brick veneer, pre- <br /> <br /> <br />
