Case # <br />REQUEST FOR PRELIMINARY SITE PLAN REVIEW OF TOWN CENTER 3aD <br /> ADDITION, NORTHWEST RETAIL BUILDING; CASE OF RAMDANCE LLC <br /> By: Sylvia Frolik, Community Development Director <br /> <br />tq <br /> <br />Background: <br /> <br />Ramdance LLC has submitted a site plan for the development of a retail building on the <br />northwest quadrant of Outlot I, Ramsey Town Center, proposed to be replatted as Ramsey Town <br />Center 3rd Addition. The first phase of the development of Ramsey Town Center 3ra Additioh, <br />Lot 1, includes the grocery store, a comer retail building at the intersection of Sunwood Drive <br />and Zeolite Street, and a third retail building in the northwest comer of the site. The site plan for <br />each of these 3 structures are being processed as separate cases. Retail Building <br />Proposed building elevations (refer to color exhibits contained in agenda packet) <br />City Staff Review Letter dated July 22, 2004 <br /> <br />Observations: <br /> <br />The site is zoned TC-2 and retail uses are a permitted use. The applicants are proposing to <br />construct an l 1,000 square foot retail store in the northwest quadrant of the site. <br /> <br />City Code states that there shall not be more than one main building on a lot. There are <br />ultimately 4 structures planned for Lot 1. The Planning Commission advised the applicants to <br />apply fbr a variance; the request is scheduled for the August 5 Board of Adjustment. <br /> <br />The TC-2 District establishes a .5 floor area ratio. Lot 1 is 391,410 square feet in area; the <br />minimum floor area ratio is 195,705; the total area of all buildings planned for Lot 1 is 93,207 <br />square feet. The plan is 102,498 square feet deficient of the .5 ratio. The intent of the TC-2 <br />District is to accommodate large scale retail buildings that will most certainly require greater <br />amounts of surface parking. The Planning Commission recommended that the applicant apply <br />fbr a variance to the floor area ratio requirements for Lot 1, generally. The request for variance <br />is scheduled for the August 5 Board of Adjustment. <br /> <br />The maximum front yard setback in the TC-2 district is 0-15 feet. The northwest retail store is <br />appropriately placed at and parallel with the Sunwood Drive fight-of-way. <br /> <br />A total of 428 parking spaces would be required for the uses ultimately proposed for Lots 1 and <br />2; the site plan is showing 451 spaces. <br /> <br /> <br />
