The grading and utility plans have been reviewed by the Engineering Department and required <br />modifications to the plans are listed in the Staff Review Letter. Those modifications will be <br />reflected on the final site plan. <br /> <br />The Landscape Plan has been reviewed by City Staff and 141 trees and 320 shrubs must be <br />planted in order to meet the landscape requirements for the entire block. The plan submitted <br />includes 102 trees and 348 shrubs; the plan must be modified to include an additional 39 trees. <br />The City Staff Review Letter also stated that the 39 additional trees are supposed to be planted <br />along Armstrong Blvd. The Applicant's response is that another 39 trees along Armstrong Blvd. <br />would average out to a tree every 6 feet. The Planning Commission agreed that the commercial <br />services, future restaurants and pond should not be completely screened from public view ari~d <br />that the Landscape Plan should be adjusted accordingly. It was also suggested that the applicant <br />draw up a phasing plan for the installation of landscaping as buildings are constructed. <br /> <br />The final site plafl will have to include text to state that waste storage will be indoors. The site <br />plan development permit will require City approval of the lighting plan and fixtui'es. <br /> <br />The site plan for the retail building generally conforms to the Town Center Development <br />Guidelines. There are no public parks identified for this sub-district and small group sitting areas <br />and a mixture of plantings and pavement are encouraged. The building elevations include the <br />use of foundation plantings on the parking lot side, but not the Sunwood Drive Side. And, the <br />building elevations include the use of pedestrian benches on the Sunwood Drive side, but not the <br />parking lot side. Staff is recommending the addition of foundation plantings to the Sunwood <br />Drive side and the addition of pedestrian benches on the parking lot side. <br /> <br />The selected architectural materials include EIFS integrally treated with color, split face CMU <br />block, precast concrete, brick veneer, and pre-finished metal accents and awnings. The <br />guidelines recommend that 35% of ground level street front facades be glass openings and that at <br />least 50% of non-glazed surfaces be brick or a comparable alternative. Exterior material <br />calculations for this building have been request but not provided at the date of this writing. <br />These calculations must be provided prior'to final site plan review. <br /> <br />The original site plan application reviewed by the Planning Commission on July 12 was for the <br />Coborn's Grocery Store and the northeast comer retail building. At that July 12 meeting, it was <br />requested that the site plan approval include the addition of this northwest comer retail building. <br />It was determined that because all of the buildings on Lot 1 share the same drainage, parking, <br />landscaping issues, the site plan for the third building could be forwarded to City Council on July <br />27 provided the building elevations were submitted to City Staff for review. Additionally, the <br />Council approval will be contingent upon a favorable review of the building elevations on <br />August 5 by the Planning Commission. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the preliminary site plan contingent upon compliance with <br />the City Stat'f review letter and the July 12 discussion of the Planning Commission. <br /> <br /> <br />
