CASE #: <br /> <br />CONSIDER ADOPTION OF BLANKET RESOLUTION <br />REGARDING LOAN APPLICATION AND PURCHASE OF <br />PROPERTIES UNDER THE RALF PROGRAM FOR HWY. 10 <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />On April 27, 2004 the City of Ramsey adopted the Official Map for the future Hwy. 10 corridor. The <br />adoption of the Hwy. 10 Official Map allows the City to begin preserving land within the future corridor by <br />accessing Right-of-way Acquisition Loan Fund (RALF) administered by the Metropolitan Council. The <br />RALF funds will be used to purchase land in the Hwy. 10 corridor until such time that MnDOT orders the <br />project. As there will be many requests to utilize the RALF funds presently and in the future, Staffis <br />bringing forward a "blanket" resolution for City Council consideration. The resolution will allow the City <br />to submit loan applications to the Metropolitan Council for the purchase ofproperties within the Hwy. 10 <br />corridor. <br /> <br />The following item is enclosed for your information: <br /> <br />a) Draft Resolution <br /> <br />Observations: <br /> <br />The attached blanket resolution will allow Staff to apply for RALF Funds as necessary. Staff will <br />update the City Council as needed in regards to what properties they are working on. Currently, <br />Staff is working on purchasing the vacant Jim Deal property on Hwy. 10. The City has also begun <br />preliminary discussions with several other propery owners about the potential purchase of their <br />land. <br /> <br />Prior to final purchase of the land, Staff would bring back the matter for final Council approval. <br />The blanket resolution will allow for Staff to begin the acquistion process in a timely manner. <br /> <br />Recommendation: <br /> <br />Staff recomends approval of the attached resolution. <br /> <br />City Council Aciton: <br /> <br />Adoption of Resolution #04-07- <br />under the RALF program. <br /> <br />__ auhorizing the loan application and purchase of properties <br /> <br />CC: 07/27/04 <br /> <br /> <br />
