Councihne,nber <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION # XXX <br /> <br />RESOLUTION AUTHORIZING THE LOAN APPLICATION AND PURCHASE OF <br />PROPERTIES UNDER THE RALF PROGRAM <br /> <br /> WHEREAS, the City of Ramsey has officially mapped a portion of right-of-way along the <br />Highway #10 Corridor; and <br /> <br />WHEREAS, the Official Map was adopted to preserve property for transportation purposes; and <br /> <br /> WHEREAS, property owners have indicated a willingness to have the property come into public <br />ownership if appropriate agreements on this purchase can be reached; and <br /> <br /> WHEREAS, if the City does not acquire the right-of-way at this time, the property will increase <br />in value adding to the potential of future transportation improvements becoming cost prohibitive; and <br /> <br /> WHEREAS, the City of Ramsey may utilize funds from the Public Improvement Revolving <br />Fund to purchase the property up front with the understanding that the City will be reimbursed making <br />this fund whole upon completing the transaction and necessary process identified under the Revolving <br />Acquisition Loan Fund program guidelines and processes administered by the Metropolitan Council. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />That the City Council authorizes the submittal of loan applications to the Metropolitan <br />Council to fund right-of-way acquisition activities for properties located within the officially <br />mapped area along Trunk Highway 10 as opportunities with willing sellers arise. <br />That the City Council shall be apprised of these applications as they are made and of all other <br />relevant information throughout these processes. <br />That the City Council authorizes staff to enter into negotiations with property owners upon <br />approval from the Metropolitan Council. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and tile following abstained: <br /> <br />and tile following were absent: <br /> <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council the 27~h <br />day of July, 2004. <br /> <br />Mayor <br /> <br />ATTEST: <br /> <br />City Clerk <br /> <br /> <br />
