If the <br />City does not choose to go into the cemetery business, Cross of Hope suggest~ <br />that they would purchase the adjacent 10 acre psroel and in return for the City <br />developing a road through the oemetery, Cross of Hope would develop a non- <br />den~minational cemetery for public purchase. <br /> <br />Mayor Bei~an directed that this issue be forwarded to the Planning and Zoning <br />Commission for zoning considerations and if necessary, a special Council <br />meeting be called to address this issue in order that it is resolved within a <br />time fr~e agreeable to Cross of Hope. <br /> <br />Council recessed at 9:05 p.m. <br /> <br />Mayor Hei~an called the meeting back to order at 9:15 p.m. <br /> <br />['a~ #6 · ~pfnre~g_nt r)f Nui~an~. Ordi n~nr~ {Junk) _. <br /> <br />It was suggested that this case be ~_ahled until the March 6 joint Council/ <br />Cc~nission meeting. <br /> <br />Oouncilmenk~r Schlueter noted that enforcement of the nuisance ordinance has <br />been an on-going proble~ in Ramsey; and at this point she is referring to a <br />specific area of the City from which oomplaints are being generated and not <br />addressed to the satisfaction of the citizens. <br /> <br />Councilmember Cox stated that the City would not allow for these kinds of <br />violations in the business ~m~munity and residential neighborhoods want to be <br />treated accordingly. Councilm~mber COx noted that Planning and Zoning just <br />voted 4-3 to reo~mmend that another business entity be allowed in a residential <br />area on a p~rcel of land that will qualify for homestead credit and Green Acres <br />making it impossible for a similar business in a ~m~ercial area to compete <br />with. <br /> <br />Motion by Councilmember Cox directing City Sfa~:f to take appropriate measures, <br />based on City Ordinances, to correct the situation regarding zoning o~mplaints <br />generating from the area of Whispering Pines Plat ~4. <br /> <br />Further Discussion: Mr. ~{artley stated that specific infractions of the <br />ordinance for which complaints have been filed on have been acted upon and are <br />in their due process period. Ms. Norris stated that after receiving a <br />complaint she verifies the violation, informs the property owner of time <br />allowed to get into compliance and if no effort is made towards oampliance, the <br />matter is turned over to the City Attorney. Ms. Norris stated that several of <br />the cases to which Council is referring are due to be turned over to the City <br />Attorney this week. Mr. Goodrich stated that after he receives a case, he has <br />MS. Norris sign a formal complaint and a judge will summon the violator into <br />court to an~er to the c~plaint. Mayor Beitman directed Mr. ~{artley to have <br />discussion of nuisance ordinance enforcement on the joint Council/Commission <br />meeting scheduled for March 6. <br /> <br />Councilmember Cox withdrew his motion based on the fact that cc~plaints on <br />reoord are being duly processed. <br /> <br />February 25, 1986 <br /> <br />Page 11 of 22 <br /> <br /> <br />
