Larry Henke - 8062 154th Avenue - Stated bis neighborhood has been plagued with ordinanoe violation p~obl~ns; people have ~oved from the neighborhood because of it; his house is for sale for the sa~e reason. ~he ordinance is in place and Council should enforce Jr. Resident - 15355 Eland - Stated that violators only temporarily remedy the proble~ to satisfy City Staff; there should be guidelines established providing that violators are monitored on an on-going basis so the burden is not on the neighbors to keep registering o~mpla/nts. Margarite Hanke- 8062 154th - Stated that she is ~oncerned with the contradiction between city ordinances and what Planning and Zoning is doing, i.e., Planning and Zoning is recommending approval for a conditional use permit to locate a cement business in a residential area ~ 9~rkr--~qo? Mayor ]~ei~an requested that Mr. Bartley have the joint Council/Commission meeting agenda prepared in sufficient time for all attending to revie~ it. Motion by Counci~r (]ox and seconded by Councilmomber Reimann to defer any requests for conditional use permits for a b0me occupation until after the joint Council/Commission workshop meeting scheduled for March 6, 1986. Further Discussion: Mr. Goodrich stated that the action in the motion is inappropriate because City Ordinance does allow for h~me occupation permits and Ms. Skarbakka is making application pursuant to ordinance. Mr. Goodrich stated that Council does not have the right to table the case based on proposed ~endments to the ordinance, but Council can place a moratoriu~ on the ordinance itself. Mr. (k)odrich stated that the past general policy in Ramsey has been to approve requests for home occupation permits; denial of this request would require the adoption of a findings of fact. Councilm~mber Cox withdrew his motion and Counci~r Reiman withdrew his second to the motion. Motion by Councilm~mber Cox and seconded by Councilmember Reimann to table Ms. Skarbakka's request for a home occupation until such time as Ms. Skarbakka can be present to answer questions relating to the request that Council might have.
