G~SE #3~

G~SE %4 s

Your action will be to offer suggestions for topics to
be covered in Market Focus. The Commission should also
discuss how, if any, the City should advertise in
Market Focus.

As most of you know, Anoka has just reoeived the 'Star
City' status from the Minnesota Department of Energy
and Economic Developaent and Champlin is pursuing 'Star
City' designation. The 'Star City' program is an
economic development strategy for Minnesota cities
which involves fulfilling certain requirements (such as
preparing a promotional brochure for the city,
producing a slide show/video tape on the city, etc. )
specified by the Minnesota Department of Energy and
Economic Development.

For your review and information, Enclosure (D2-b)
oontains an informational brochure on the 'Star City'
progr~.

Your action will be to determine whether the Commission
is interested in further discussion with the Minnesota
Department of Energy and Economic Development regarding
participation in the 'Star City' progrsm.

As directed by the Commission, the Publicity
Subcommittee met with Terry O'Connell, Quad Cities
Cable Administrator, to discuss the possible uses of
Cable T.V. for economic development activities. The
Subcommittee discussed possibilities including
teleconferencing, periodic programs, and video tours of
the City. Based on Terry O'Connell's citation of
{ha~plin's tape (based on approximately 80 slides), the
Subcommittee concluded that the Commission could make a
tape using existirg slides and photo~ra~hs.

~nmt~ion A~tton:

Your action will be to discuss whether the Commission
is interested in pursuing production of a promotional
video tape for the City. If you are interested, you
may wish to name a subcommittee (with participants from
other City com~issions for a broader perspective) other
than the Publicity Subcommittee to work on the tape or
to ~ather further information on such a p~oject.
