the Hayor and City Administrator to sign the agreement between the City of <br />Ramsey and U.P.A. for future moving of power poles along 153rd Avenue N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. <br /> <br />1986/87 Insurance Renewal: <br /> <br />Finance Officer Graczyk stated that the City's current insurance expires 12:01 <br />a.m. on October 1. The City has received one proposal for insurance which <br />exceeds last year's premiums by 24-1/2%. This increase was anticipated and <br />budgeted for in the 1986 budget; similar steps have been taken with the 1987 <br />budget. The insurance agent is willing to decrease premiums by $4 ,984/ year if <br />the City will raise it's deductible. Mr. Graczyk suggested raising the City's <br />deductible and setting that $4900 savings aside in a reserve fund to pay <br />smaller claims. It was noted that the umbrella policy continues to provide <br />coverage for a level of risk that at the present time the city should not <br />assume. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to accept <br />the League of Minnesota insurance proposal for 1986/1 and to accept the <br />optional premium quote deduction of $4,984 for an aggregate $5,000 deductible. <br />Be it further resolved that staff review the proper classification for <br />reserving the $4,984 reduced premium for future retained deductible and/or <br />claim adjustment. <br /> <br />Further Discussion: Mr. Graczyk stated that the $5,000 savings is across the <br />board for all facets of coverage for the entire year; not guaranteeing the <br />City's loss will not exceed that amount, but based on past history, there is a <br />good chance it will not. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.' Voting No: None. <br /> <br />Consider Ordinances Establishing Storm Sewer TaxinE Districts: <br /> <br />Mr. Goodrich stated that staff is requesting this case to be deleted from this <br />agenda. <br /> <br />1987 Labor Negotiations With AFSCME: <br /> <br />Mr. Hartley stated that Ramsey has received notice of intent to negotiate wages <br />and conditions of employment for 1987; requesting Council to schedule an <br />executive session to discuss ideas with respect to that contract. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to schedule <br />an executive session on October 7, 1986 to discuss 1987 wages and employment <br />conditions · <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.
