handled at the time of the assessment hearings for Project 80-12. Mr. Adame
stated that it may have been a case of ignorance, but he just recently learned
that he could combine lots; he didn't want to forfeit the lot to the City
because it is tied into the house mortgage. Councilmember Cox stated that
Council is not going to use tax dollars to solve ignorance but he feels
assessing Mr. Adams for two units in 1980 was a mistake; that Mr. Adams has
already put more into the blacktop fund than he will benefit from; City must
agree there is only one buildable lot because Mr. Adams was only assessed one
unit for sealcoating. Councilmember Cox stated that it is clearly one
buildable lot now; a building permit for that lot would require subdivision
which comes before the City for approval. Mr. Raatikka stated that according
to the Wild and Scenic River Ordinance, it would be impossible to subdivide the
property.

Motion carried. Voting Yes: Councilmembers Sorteberg, Schlueter, DeLuca and
Cox. Voting No: Mayor Reimann.

Council recessed at 9:10 p.m.

Mayor Reimann called the meeting back to order at 9:25 p.m.

Consider Deferment Of Special Assessments For Senior Citizens And
Total Disability Romestead:

Mr. Graczyk stated that on Septen~er 7, 1986 Council denied two requests for
deferments of special assessments based on application being submitted after
the assessment roles were adopted. Mr. Goodrich has reviewed the public notice
and advised that denial not be based solely on the grounds of late application.
Consequently, the two requests, plus an additional one, are being submitted for
reconsideration.

Mr. Raatikka stated that the assessment deferment would accrue interest due for
the 3 year term of the assessment.

Motion by Councilmember Cox and seconded bY Councilmember Sorteberg to adopt
Resolution #86-171 approving deferment of special assessment to Mr. Melvin F.
Jelinek. (Please refer to resolution file for Resolution #86-171).

Motion carried. Voting Yea: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Motion by Councilme~er Cox and seconded by Councilmember Schlueter to adopt
Resolution #86-172 approving deferment of special assessment to Mr. Bernhard
Riewe. (Please refer to resolution file for Resolution #86-172).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca.
