3. Continually review and evaluate the park system development and recreation programming. 4. Develop and recommend methods to stimulate positive public interest in the park and recreation functions. 5, Monitor and reflect attitudes and consensus of citizens rel- ative to the park system and recreation programs and serve as a forum for the citizens to voice their opinions regarding the park and recreation function. 6. Promote coordination with the school district(s) serving Ramsey, encouraging the interchangeable use of city and school district facilities and programs to the best interests of the citizens. 7. Encourage dissemination of information to, and coordinate with, Ramsey organizations interested in the park and recreation function, such as athletic groups, youth groups, civic organizations, etc. 8. Develop and recommend feasible programs relative to the con- servation of our environment. 9. Encourage coordination with other communities to the extent appropriate in matters pertinent to the park and recreation function. 10. 046 ('lOt ~PO$] TI ON The commission shall be composed of a chairman and six members, all of whom shall be appointed and serve as set forth in Section 10.047. 10.047 :.h':21EEl,~£ il]iiil~.~i.) OF ;-;ELF, C[IO,~,~ - 'fEi-g4 OF OFF]CE 1. The chairman shall be selected annually by a majority vote of the commission. The chairman may be removed by a majority vote of the commission. The chairman shall have the following responsibilities in addition to those otherwise described herein: a. Preside over all meetings of the commission. b. Appear or appoint a representative to appear, as neces- sary, before the city advisory commissions and the city council to present the viewpoint of the commission on matters pertaining to the park and recreation function as it relates to business under consideration by said commission or city council. c. Review all city council, planning commission and other advisory commission minutes and inform the park and recreation commission of matters relevant to the park and recreation function. d. Provide liaison with other governmental and volunteer units in matters relating to the park and recreation function. e. Prepare agendas for each commission meeting. 2. A vice chairman shall be appointed annually by the chairman. The vice chairman shall perform such duties as may be assigned by the chair- man and shall assume responsibilities mf the chair in the absence of the chairman.
