The costs for constructing these trails get rather costly <br />(averaging between $45,000 and $65,000 per mile, depending on <br />trail construction, type of soils, etc). In addition, there are <br />costs for maimtenance of these trails. The City has limited <br />funds and personnel available for park development and <br />maintenance; the Commission should consider what level of <br />demand/need there is im the community for trail development <br />versus development of parks for ballfields, tennis courts, etc. <br /> <br /> Because of concerns regarding the development and maintenance of <br />trails and other demands for parks in the City, the Commission <br />should consider the following: <br /> <br />1) Excessive costs for developing and maintaining a <br />trail system where additional dollars for these costs <br />come from donations, etc. <br /> <br />2) Lack of park fees are not enough to support this <br />plan for a City-wide trail system. If the trails are <br />within Northfork, they will likely be used only by <br />residents of the P.U.D. Is this the intent of the <br />park dedication requirement? <br /> <br />The Commission could consider satisfying park dedication <br />requirements by: <br /> <br />1) Designation of trail corridor for acquisition in <br />future phases, acquiring easements for possible trail <br />development at some future time; <br /> <br />2) Acquire land in the southeast corner of the prperty <br />to be combined with Whispering Pines Park to serve as <br />possible future trailhead and conduct a survey of resi- <br />dents park needs to determine where Commission should <br />be directing its energies; <br /> <br />3) Dedication fees <br /> <br /> <br />
