The costs for constructing these trails get rather costly
(averaging between $45,000 and $65,000 per mile, depending on
trail construction, type of soils, etc). In addition, there are
costs for maimtenance of these trails. The City has limited
funds and personnel available for park development and
maintenance; the Commission should consider what level of
demand/need there is im the community for trail development
versus development of parks for ballfields, tennis courts, etc.

Because of concerns regarding the development and maintenance of
trails and other demands for parks in the City, the Commission
should consider the following:

1) Excessive costs for developing and maintaining a
trail system where additional dollars for these costs
come from donations, etc.

2) Lack of park fees are not enough to support this
plan for a City-wide trail system. If the trails are
within Northfork, they will likely be used only by
residents of the P.U.D. Is this the intent of the
park dedication requirement?

The Commission could consider satisfying park dedication
requirements by:

1) Designation of trail corridor for acquisition in
future phases, acquiring easements for possible trail
development at some future time;

2) Acquire land in the southeast corner of the prperty
to be combined with Whispering Pines Park to serve as
possible future trailhead and conduct a survey of resi-
dents park needs to determine where Commission should
be directing its energies;

3) Dedication fees
