CASE #2: <br /> <br />REVIEW NORTHFORK P.U.D. REGARDING PARK DEDICATION <br /> REQUIREMENTS <br /> <br />Background: <br /> <br />At its last meeting, the Park Commission recommended that the <br />City's Park dedication requirements for the second phase of <br />Northfork P.U.D. should be satisfied with land dedication. The <br />Commission specified that this land would be for the future <br />development of multiple use trails. The Commission also noted <br />that it would continue to work with the developers to determine <br />what land/trail alignment would be dedicated to the City. <br /> <br />Since that meeting, Merland Otto and I have met with the <br />developers to determine where a trail alignment should be to <br />coordinate with other existing and proposed trails in the area. <br />Potential alignments were considered, taking into account <br />regional and state parks and trail systems (existing and <br />proposed) the City's parks plan, the need for multiple use trails <br />and the various requirements for the various uses (horse and snow- <br />mobile trails are typically longer than pedestrian/hiking <br />trails). Merland Otto will be at the meeting to review potential <br />al ignment s. <br /> <br />At the present time, there are no trails existing in the City to <br />connect with any trails in the Northfork. There also do not <br />appear to be any plans for future trails in this area. Based on <br />this information, the potential trail alignments that seemed most <br />sensible were contained within the P.U.D. and were basically <br />loops. In addition to not connecting to another trail system, <br />there is no public parking area for those trail users. <br /> <br />To accommodate through need, we reviewed the possibility of using <br />land in the southeast corner of the P.U.D. property to be <br />combined with the park in Whispering Pines. This could be <br />created into a pleasant park area, with both internal trails and <br />to serve as a trailhead fo future trails in the P.U.D. <br /> <br />The most scenic parts of the P.U.D. are in the northern and <br />eastern portions of the property (unfortunately, there are also <br />many low areas and wetlands in these portions). Possible <br />alignments for bike trails follow proposed road rights-of-way and <br />total approximately five (5) miles. Pedestrian trails extending <br />from the area near Whispering ines to the northern area of the <br />property total approximately three (3) miles. Because the <br />potential trails are so short and do not connect with other <br />trails, they are not satisfactory for riding or snowmobile <br />trails. <br /> <br /> <br />
