ATYACHMENT :Z <br /> <br />SITE FLA~ <br />RIVER'S BEND PARK <br /> CIT~ OF RNASgY <br /> <br />River's Bend Park is located in the southeast corner of Ram,my, <br />east of State Highway 47 and in an oxbow of the Rum River. <br /> <br />The development of the River's Head Park has been planned s'o that <br />the use of the park is convenient for the adjacent residential <br />properties, but is also compatible with those properties. <br />Directly north of the park is a major single family residential <br />development under construction which consists of 150 single <br />family residential lots. West of the park is a 26 unit apartment <br />complex under construction. To the west of the park across State <br />Highway 47, there is a single family residential development of <br />approximately 72 homes. There is also a planned unit development <br />under construction on the west side of State Highway 47; when <br />complete, it is anticipated that there will be approximately 186 <br />family units. South of the park in Anoka are several residential <br />developments consisting of approximately 200 single family homes. <br />Neighborhood users are estimated at approximately 1,000 persons <br />(based on 1985 populations and household estimates from the <br />Netropolitan Council). In addition, it is anticipated that the <br />park will be used by the entire Ram,my population and a portion <br />of Anoka's population (approximately 12,000 potential users). In <br />addition, when the bridge across the Rum River is constructed, <br />there are additional potential users on the east side of the <br />river in Andover and eastern Anoka. The majority of Ramsey's <br />population is between 30 and 39 and under 14 years of age (based <br />on estimates from the office of the State Demographer). These <br />figures indicate that there are many families with young children <br />in Ramsey who need athletic and recreational facilities. It is <br />anticipated that the park viii be used as a community park as <br />well as a neighborhood park. <br /> <br />The topography of the park is suitable for the development of <br />athletic fields. By developing the northern part of the park for <br />active uses and preserving the southern portion of the park for <br />more passive uses, the City is protecting the site but is also <br />improving the park to maximize public utility of the park. In <br />addition, development of the park in this manner will encourage <br />greater use of the park area. Maintenance of the fields viii be <br />relatively easy as the fields are directly off of 142nd Lane <br />The City viii be responsible for the maintenance of these fields <br />in accordance with Attachment D of the LC~R apptication package. <br /> <br /> <br />
