3. Memhers of the commission shall be appointed by a majority vote of the city council for terms of three years, except that any person. appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. 4. Members of the commission shall be residents of the City of Ramsey while serving on the commission and shall represent a broad range of interest in the park and recreation function. 5. The commission became effective on their first meeting on October 23, 1975, with three members appointed for a term through 1978, two members appointed for a term through 1977, and two members appointed for a term through 1976. 6. Commissioners may resign voluntarily or may be removed from office by a majority vote of the city council. Three consecutive unexcused absences from duly called commission meetings shall constitute automatic resignation from office. Vacancies in the commission are to be filled by city council appointment with a majority vote. 7. Commissioners shall serve without compensation. The secretary shall receive $120.00 per year. 10.048 RI ~Lt!S ,,'~;'D The commission shall adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business. 10. 049 ~,'~iETINGS Regular meetings shall be held at least once a month with date and time determined by the commission. Special meetings may be called by the chair- man. Ail meetings shall be public meetings and open to the public. 10.0410 EX-OFFICIO I4I~'.IB,~!RS The mayor may appoint a council member or a city staff person as an ex- officio member of the commission privileged to speak on any matter with- out a vote, and the ex-officio member shall provide a liaison between the commission and the city council.
