NEEDS. _SOURCES AND_ANALYS 1.9 <br /> <br />~he data needed to oonduct the study was obtained from a variety <br />of sources. %he following will describe the data needs, the <br />sources and other aspects of collecting and analyzing the data <br />for each step in the process. <br /> <br />Stap._L._. Revenues_and Exmandi tures <br /> <br />~he finance officer for the City provided background material on <br />revenues and expenditures, and assisted Council staff in <br />determining major categories, and also which items were capital <br />and which were operating. ~is data was entered into a revenue <br />and expenditure data file. ~he finance officer also helped to <br />identify the "fiscal factors"--i.e., factors that affect revenues <br />and expenditures, such as population, stret mileage, police <br />calls. In some cases more than one factor was considered to <br />contribute to a particular budget item, so weights to be given to <br />the factors were also determined. For example, the distribution <br />of costs for police protection was considered to be a function of <br />police calls, population and total market value. ~hese factors <br />were weighted 50 percent, 25 percent, and 25 percent <br />respectively. ~he factors and weights were used in the analysis <br />program that distributed revenues and expenditures among land <br />uses. <br /> <br />For the City of Blaine, the "fiscal factors" were as follows: <br />- existing land use <br />- acreage <br />- developable acreage <br />- land value <br />- building value <br />- assessed value <br />- existing and proposed road mileage and condition <br />- police calls <br />- population <br />- housing units <br />- sewer flows and existing and proposed l~hysical layout of the <br /> system <br />- watershed districts <br /> <br />2 <br /> <br /> <br />
