Mr. Schnelle stated that Street Superintendent needs more part time personnel <br />to draw from during snow plowing times. <br /> <br />Council unanimously consented to dispense with the reading of the proposed <br />resolution. <br /> <br />Motion by Councilmember Cox and seconded by Councilme~ber Reimann to adopt <br />Resolution ~85-5 approving additional part-time help in the City Street <br />Department for 1985. (Please refer to resolution file for Resolution #85-5). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Authorization For 1985 Personnel Conm~ttee To Review ComD_~Time <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox, for further <br />discussion, directing the Personnel Committee to study comp time for City of <br />Ramsey personnel and along with that to include the present wage scale and <br />fringe benefits and to report back to Council with their findings and <br />recommendations at the Council meeting scheduled for the second ~hursday in <br />February, 1985. <br /> <br />Further Discussion: Mayor Heitman stated that the 1984 Personnel Committee <br />representatives are the persons that should be involved in this review process <br />as they are the most qualified; further, the review should be based on data <br />gathered at the time of the Personnel Committee's original recommendation, <br />gathering of information should have been completed already and this is not <br />the time to gather additional information. Mayor Heitman stated that Staff <br />salaries should remain as adopted until such time as the review is oompleted <br />and changes recommended. Mr. Schnelle stated that he feels placing this item <br />on the agenda for the first meeting in March would be an appropriate time <br />frame. Councilmember COx stated that he does not think this review will <br />involve Staff time. Councilm~nber Sorteberg explained that the Personnel <br />Committee wants to review material already gathered in more detail. <br />Councilmember COx stated that it is important and fair to get this issue <br />resolved as soon as possible. Mayor Heitman inquired if the City Attorney <br />foresees any legal implications. Mr. Goodrich replied that as long as Council <br />does a thorough study and does not act arbitrarily, Council is within it's <br />authority to amend action taken; the suggested time frame is also reasonable. <br />Mr. Schnelle stated he will sit in on the Personnel Committee's review process <br />and provide input; will be restating his comments at the time the review <br />findings are presented to Council. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Cox to place a moratorium on comp time for City <br />personnel and to defer the hiring of additional personnel until this issue has <br />been resolved. <br /> <br />Mr. Goodrich stated that comp time is dealt with by ordinance; therefore, it <br /> Janu _ary 8, 1985 <br /> Page 1~ of 17 <br /> <br /> <br />
