Mr. Schnelle <br />explained that Ramsey is a new city with different problems than established <br />cities, and Ramsey's probl~ns are not being recognized. <br /> <br />Council,embers Reimann and Cox referred to the meeting on ~hursday, January <br />10, 1985 with local legislators and suggested that Council outline some items <br />to be brought up for discussion. <br /> <br />Mr. Schnelle stated that a top priority item to discuss would be how <br />communities hosting landfills suffer. <br /> <br />Property taxes derived from the entire landfill area is $12,000; the <br />Super Valu property, less than 5 acres, pays $25,000 in property <br />taxes. Landfill property should be taxed the same as iron range area <br />is taxed; based on how that property is making money. ~he landfill <br />area is expensively zoned and the City is losing money; we have 80 <br />acres of urban area tied up in the landfill. We will never be able <br />to develop that land. If sewer and water comes to that area, the <br />landfill is only obligated to pay what they are benefitting and the <br />citizens will have to pick up the rest. Legislation should be <br />introduced that addresses communities hosting landfills. <br /> <br />Councilmember COx stated that the landfill area actually involves and ties up <br />320 acres. <br /> <br />Councilmember Cox stated another items for discussion should be: <br /> <br />Super Fund - It was created as a result of previous situations <br />created and it is running business out of Minnesota. Business is <br />being forced out because they are fearful of a Super Fund blow out. <br /> <br />Government running Government - Elected officials do not really have <br />any voice; if you try to speak up at various board meetings from <br />local to State level, you are blackballed and considered a radical. <br />State representatives should create laws to take power away from <br />staff and put it back into the hands of elected officials. <br /> <br /> 3. Referendum - ~here should be more truth required in referendums. <br /> Referendum issues attempting to gain revenues never publicize what <br /> it is going to cost the business owner, just the homeowner. ~he <br /> homeowner pays in the end through the cost of goods.
