Mr. Miller <br />has not gone to mining schools but he is a qualified landfill operator. <br /> <br />Doug]as Fountain - H~w do you propose to oontrol dust ]n the mining area when <br />you cannot oontrol it in your landfill operation area? <br /> <br />Mr. Moersfelder - We have presented a development plan for five acres to be <br />mined for cover material at any one time. Secondly, there will be water <br />control trucks available at that site. ~hirdly, we have agreed to oonditions <br />imposed by Planning and Zoning to use all available means to keep down dust. <br /> <br />John studer - 15235 Garnet - Wish we could afford to hire a lawyer like Waste <br />Management does. I am concerned that the area proposed for mining will <br />involve cutting away one of the last buffers to the landfill area and <br />aesthetically reduces the area. With regards to restoration and landscaping, <br />will it be similar to the way Waste Management presently landscapes the hill; <br />it takes a post to predict a future. What we have seen on the present hill <br />does not measure up. <br /> <br />Jerry Sevich - What Waste Management would plan to do is as each phase is <br />developed, topsoil from the next phase would be placed on the phase already <br />mined, seeded and fertilized. Waste Management would be posing a $10,000 for <br />restoration. <br /> <br />Susan Beale - 14851 Sunfish Lake Blvd. - ]]ne request for a temporary <br />conditional use permit should be denied: 1) If not, we would not be in <br />compliance with a Minnesota State Statute until the Metro Council and County <br />lift the moratorium. 2) Don't feel Waste Management has met City code <br />170.017B. ~hey said there would be dust and noise, don't think that they <br />can prove there won't be any adverse affects and no unbiased testimony has <br />been presented. <br /> <br />Jerry Martin - 153rd Lane - Will the amount of cubic yards to be removed be <br />sufficient to cover the existing landfill until oompletion or can it be <br />stockpiled in case Site P comes into existence. <br /> <br />Mr. Moersfelder - If Site P happens, much of what we are doing tonight is not <br />relevant. All of the restoration plans would be placed under that site <br />jurisdiction and at that point, any control Waste Management had as far as <br />influencing the way that site develops, would no longer apply. What we are <br />talking about is dealing with the issue of taking fill material for purposes <br />of the current operation; and we don't know how long that will last. If Site <br />P is selected, this conditional use permit really is an issue of the past and <br />does not affect it. <br /> <br />Jerry Martin - ~here is a site to the north that can be used for additional <br />fill; where does it stop? As long as the landfill is in existence, the <br />surrounding real estate is in a suppressed manner and will continue to be <br />until the landfill operation ceases. <br /> <br />Roger McCully - 14431 Wolfram - At a public hearing last Fall, Waste <br />Management stated that they felt the present site was in need of restructuring <br />to control leachate generation, etc.; how essential is this restructuring to <br /> February 12, 1985 <br /> <br />Page 5 of 9 <br /> <br /> <br />
