If Waste Management does <br />not 9et this mining permit, will there be more percolation? Will you have to <br />truck in more fill if you don't get this permit? Ass~ne the landfill <br />operation would not be moving into the south area. Is there restoration for <br />the area presently being excavated from? <br /> <br />Mr. Moersfelder - Restoration on that area adjacent to the landfill has not <br />been addressed this evenin9 in a formal manner. Waste Management's objective <br />is to tie both pieces of property together so if Site P does not oome, they <br />will have a reuseable piece of property. Waste Management of Minnesota has <br />just begun an investigation to see what happens with respect to the old site. <br />One of the reasons they may need additional cover material is that in response <br />to this investigation, it may be desireable to cut down on leachate <br />generation. Waste Management is trying to deal with issues before them and <br />issues that may arise, assu~ing, to Ramsey's good, Site P is not selected, <br />leaving this property in a condition that can be used and will fit in with <br />Ramsey ' s tax base. <br /> <br />Mike Pozega - Jaspar St. - What are the benefits to continue the mining or the <br />landf ill? <br /> <br />Mayor Hei~an - ~he issue being discussed is mining, not landfill. <br /> <br />Mike Pozega - Mining is to continue landfill operation. How does Ramsey <br />benefit in issuing a mining permit? <br /> <br />Mr. Moersfelder - Whether or not this mining permit is granted tonight, the <br />landfill will be there. ~he landfill will continue with or without the mining <br />permit. By granting the permit, Waste Management of Minnesota is allowed to <br />make use of property it owns and that property, not subject to the mining <br />permit adjacent to it, being used as borrow area, so when it is all over we <br />have a piece of ground we can use. If Waste Management does not get a permit <br />to mine this fill, we will have to transport the fill in from somewhere else. <br />~hat heavy hauling on Ramsey's roads would be a worse situation; we have a <br />lucky chance to haul directly from the mining area to the landfill. <br /> <br />Doug Harem - 6821 152nd Avenue - At the public hearing regarding Waste <br />Management's request for expansion, Waste Management stated that restructuring <br />of the north slope was necessary because it was not sufficient to prevent <br />generation of excess leachate. I feel this mining will generate more <br />leachate; Waste Management stated at that hearing that a plastic liner was <br />needed to retard leachate generation. <br /> <br />Mr. Moersfelder - Obviously, that issue is gone away because that permit was <br />not granted. Some of these issues are unresolved between Waste Management and <br />3 other jurisdictions, other than Ramsey, that have control over this matter. <br />Maybe someone will tell us that Ramsey is better off with more refuse and to <br />use more cover to do that, but again I tell this audience that someone will <br />tell us to do that. <br /> <br />Doug Hmm - Even though the permit to expand was denied, the restructuring and <br />leachate generation issue is still pertinent. <br /> <br />February 12, 1985 <br /> <br />Page 6 of 9 <br /> <br /> <br />
