We are in the process of doing an extensive groundwater <br />investigation at the site. ~his should be oomplete in 6-7 months. We can't <br />address Mr. Ha~'s question directly in regards to the last conditional use <br />permit request but in regards to some of those issues, we are looking at them. <br /> <br />Douglas Fountain - Last Friday's Anoka Union had an article which addressed <br />the life expectancy of this landfill as 1986. What disagreements does Waste <br />Management of Minnesota have with those figures? <br /> <br />Mayor Heitman - Not sure that question is pertinent to the minin9 permit. <br /> <br />Del Skeim - 7947 159th - What Mr. R~.L,, asked is pertinent to the substance. <br />Councilpersons were elected on the basis that they would run the landfill out <br />of Ramsey. Waste Management has adjacent land they want for fill; there <br />should be no objection to that, (if I owned 40 acres, ! should be allowed to <br />use that land), up until 1986 when the landfill is oompleted; then it can get <br />out of here. What is the average groundwater depth on the subject property? <br /> <br />Jerry Sevich - On the average of 5'-7' after the mining process is completed. <br /> <br />Del Skeim - What kind of oommercial use can you put on a 5' groundwater level? <br /> <br />Jerry Sevich - It is done all the time. <br /> <br />Del Skeim - Length of time on the mining permit should coincide with the <br />proposed closing of the landfill. When I came into Ramsey, the landfill was <br />an eyesore and a joke; now it is a hell of an eyesore and it's no longer a <br />joke. A study done back East says that in our type of soils, landfill <br />contamination is equal to 20 times the diameter of the landfill. Grant the <br />mining permit with the stipulation that in 1986 it is done. <br /> <br />John Studer - Basically, there is a credibility proble~ on the part of the <br />company making the request by way of their inconsistent statements; consider <br />who is making the request, their past performance and inconsistent statements. <br /> <br />John Rartinger - I believe the consensus here is that the people don't want <br />the landfill. I have 4 bills I am introducing to legislature that will outlaw <br />this dump. I hope this Oouncil will say 'no' and I will go to the capitol and <br />fight for you. I hope this Council will take a stand at the City level and I <br />will back it up at the capitol. <br /> <br />Mr. Moersfelder - Comments are becoming less pertinent to mining. ~he <br />Landfill Ad ]~oc Committee will address landfill issues. With respect to the <br />length of time on the permit, this landfill has responsibilities imposed on it <br />by the County, over which we have no control for a period of 10-20 years after <br />closure. We are required by that jurisdiction to have material necessary to <br />make this a sanitary landfill. Closure, be it 1985 or 1986 or 1987, does not <br />get rid of the need for this material until, perhaps, into the 21st century. <br />Waste Management of Minnesota has agreed to limit this permit to 5 years with <br />the opportunity for an extension on that permit. <br /> <br />February 12, 1985 <br /> <br />Page 7 of 9 <br /> <br /> <br />
