I

I

I
!
I
I
'1
I
I
I
I
I
I
i
I
I
I

Steve Deluca - 744] 152nd Lane - If the m~n]ng permit is allowed, can Waste
Management of Minnesota sell that fill or will it be Iestricted to use at the
landfill?

Mayor Heitman - ~hey are willing to agree to not ship the fill out of the
area.

Mr. Moersfelder - A Planning and Zoning reoo~ended condition was that the
fill material not be allowed to be transported on public roads. As a private
citizen, we should be entitled to sell it if we want to; we do not have those
plans in mind but we do not believe this permit should be so limited.

Larry Phillips - I hope my question pertains to the mining issue. How many
cubic yards of cover are needed at the existing site right now? W~y did Waste
Management buy all this acreage in the first place if the County may have
total control over it?

Mr. Moersfelder - Mr. Phillips' seoond question is not pertinent to the mining
operation. With respect to the first question, Waste Management of Minnesota
does not know bow much oover is needed. ~hey need daily and final cover; they
don't know what the County will require for amended drainage plans and
closure. Extracting down to the last ounce of fill material on the property
to the north does not make sense to Waste Management or Ramsey if we want the
land to be reuseable for Ramsey tax base. ~he amount of cover material is
unknown and asking this Council for a mining permit to make the land useable
is not particularly relevant.

Roger McCully - Ail that has been said is to disoourage issuance of a mining
permit, but hope this Council will make a decision that will protect the
people to the southeast 20 years from now. If it takes cover material to
afford that protection, then the permit should be granted. I hope than 10
years from now my water is not polluted because the Council did not give the
problem enough consideration today.

Larry Morgan - ~he question my wife asked of Mr. Miller at a previous meeting,
is there or is there not sufficient oover material at the existing site, has
not been addressed.

Mr. Terry Miller - Site Manager - What is reoorded is not the total statement
I made at that time.

Douglas Fountain - We have always heard Council tell us that they have no
control over the situation in this City. I think Council has been presented
with a golden opportunity right now in which to exercise some control over the
situation.

}~oger ~ermanson - 15115 Garnet - Will the sand material on the subject area
meet the requirements for closure and post closure?

Mr. Sevich - We are evaluating the final cover needs for the p~rticular
facility itself and it may involve some type of amen~ents of soils to make
them suitable if they are not suitable.

February 12, 1985
